Description
Request for Quote and Statement of Work The Department of Commerce, National Oceanic and Atmospheric Administration, National Climatic Data Center has a requirement for calculations of tropospheric and stratospheric temperatures from Microwave Sounding Unit (MSU) measurements. This procurement is being issued on a full and open basis and the applicable NAICS code is 541712. The Federal Supply Classification (FSC) is F999. Because there is no consensus on which method for estimating temperatures of the atmosphere from MSU measurements is most reliable, the government intends to award two firm-fixed price purchase orders for this requirement utilizing simplified acquisition procedures. This will provide the best available lower and upper bounds of possible atmospheric temperatures. The Request for Quotations is only available on line by downloading from this site. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number. All responsible sources may submit a quotation which shall be considered by the agency. Technical and past performance are more important than price. Quotes are to remain effective for 30 days after close of solicitation. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. Potential offerors may direct all inquiries pertaining to the solicitation in writing to Linda S. Statler at Linda.S.Statler@noaa.gov or faxed to 828-271-4009. Telephone requests will not be honored. This is a Simplified Acquisition (Other than Commercial Items) and Federal Acquisition Regulations Part 13 apply.
