Description
NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention, National Center for Emerging and Zoonotic Infectious Diseases, Atlanta, GA, hereby announces its intent to issue a contract to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121 for the Illumina Genome Analyzer IIe sequencer and its associated c-Bot cluster generation system. We require DNA sequencing apparatus that (1) can provide up to 20 gigabases of DNA sequence per run (2) if needed, produce sequence reads of 100 basepair length (3) if needed, can run in 3 days or less (4) provides completely automated sample amplification (no emulsion PCR) to free workhours for our limited laboratory staff (5) produces no homopolymers errors in the sequence. After examining the technical specifications of commercially available systems, it was determined that the Illumina Genome Analyzer was the only system to meet our requirements. As operators of the CDC Genome Sequencing Laboratory we are very aware of the capabilities of current commercially available DNA sequencers. We have examined the commercially available products that might potentially meet the needs of our laboratory. After technical review of their specifications it is concluded that only the Illumina system meets all of our required criteria of production, accuracy, speed of operation and automation of preparatory steps. This project is supported by justification for other than full and open competition is to Illumina under authority of 41 U.S.C., 253(c)(1) FAR 6.302-1 Note 22 applies herein. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Maria Shamburger, Procurement and Grants Office, 2920 Brandywine Rd, Atlanta, GA 30341, Reference 2010-88196. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.406-1(b)(1), negotiations will be conducted with Illumina as the only source and a purchase order will be issued without any additional notices being posted.
