- DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to perform replacement of a 48" culvert with a steel plate arch. Project includes removal of several existing culverts, embankment construction to raise the road elevation (with existing borrow locations within 1 mile of project site), crusher run stone placement, installation of the new 22' span x 7'-11" rise steel plate arch, riprap placement, and associated clearing, grubbing, erosion and sediment control, and seeding. The project is located within the administrative boundaries of the Mt. Rogers National Recreation Area, George Washington & Jefferson National Forests, Tazewell County, Virginia. RANGE OF THE GOVERNMENT ESTIMATE: Between $25,000 and $100,000. DIRECTIONS TO THE SITE: Project is located on FR 222, Poor Valley Road, approximately 3 miles from the intersection of State Route 16 with FR 222, between Marion and Tazewell, VA. Marion, VA is approximately 20 miles south of this intersection. SITE VISIT INFORMATION: Will be held on August 24, 2010 at 10:00 a.m.at the Mt. Rogers NRA Office, 3714 Highway 16, Marion, VA 224354. If further directions to the office for the site visit are necessary, the phone number for the Mt. Rogers NRA Office is (276) 783-5196. All other questions should be directed to the Contracting Office. PERIOD OF PERFORMANCE: Contract time will be 60 calendar days from the effective date of the Notice to Proceed. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. DUE TO SHORT TIME FRAMES, FAILURE TO REGISTER IN CCR PRIOR TO CLOSING DATE OF SOLICITATION MAY RESULT IN YOUR QUOTATION BEING REMOVED FROM CONSIDERATION FOR AWARD. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: Bid Bond is not required with quotation. Successful contractor must furnish 100% payment and performance protection within 15 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-10-0027 and related documents will be issued via FedBizOpps and will be available for downloading on or around August 17, 2010 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit a response which will be considered by the agency.
