Description
BOSQUE ECOSYSTEM MONITORING PROGRAM (BEMP) SITE MONITORING, ALBUQUERQUE DISTRICT U.S. ARMY CORPS OF ENGINEERS, BERNALILLO COUNTY, NEW MEXICO. The proposed procurement is an Unrestricted acquisition, and thus open to large and small businesses. NAICS is 541330/SIC 8711, with a size standard of $4,500,000.00. A solicitation will be issued on or about 18 August 2010, with proposals due on or about 20 September 2010. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of the collection of long-term data at established BEMP research sites within the Middle Rio Grande. Data will be collected regarding abiotic factors such as groundwater levels, water levels in adjacent ditches, and precipitation as well as biotic factors such as native and exotic tree and shrub productivity, and indicator surface arthropod activity. This will be completed by utilizing groundwater wells, vegetation transects, leaf litter traps and pitfall traps for collecting insects in an area of the following dimensions: 100 meters wide by 200 meters long. Air and soil temperatures as well as plant cover will also be monitored at certain locations. This monitoring will be performed monthly between October 1, 2010 and September 30, 2011 at all 25 BEMP locations. A report of findings and analysis will be provided to the Corps. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
