Description
The USGS requests a frequency domain helicopter (HEM-FDEM) Survey for Mt. St. Helens, Washington to provide high quality data that will produce Conductivity-Depth Images (CDI's) of the subsurface. This data set is to be used for geological framework studies and is not a simple conductive target mapping exercise. The data collected shall be of such quality that they can be calibrated and inverted. A frequency-domain electromagnetic (EM) system with horizontal coplanar coils capable of measuring the EM response at six frequencies with one vertical coaxial coil pair shall be used. The equipment shall measure inphase (I) and quadrature (Q) response channels. The frequency range shall be between 400 Hz and 150 kHz with the six operational frequencies logarithmically spaced. The drift rate shall be less than 20 ppm/hr at the lowest frequency and less than 100 ppm/hr at the highest frequency. Contractor shall specify specific nominal frequencies. The exact frequencies, intercoil spacings and configuration, transmitter moment, receiver moment, bucking coil moment, noise level, and drift rate shall be specified by the contractor and become a requirement of the contract. A laser altimeter shall be installed in the electromagnetic bird to measure altitude of the bird above the land surface. The absolute accuracy of the laser altimeter over flat terrain shall be specified and shall become a requirement. The use of both a radar and laser altimeter is required. A continuously recording barometric altimeter shall be operated during all flights. The altimeter shall be certified under FAA regulations. The contractor shall furnish all labor, materials, facilities, and aircraft. The contractor shall provide digitally recorded and processed data. An example of recently flown data shall be submitted with each contractor's quotation. The USGS is in search of small business firms who are able to perform the above mentioned services. Small business firms who feel they can furnish the required services or its functional equivalent (based on criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered non-responsive to this request.
