Description
NASA/DFRC plans to issue an Invitation for Bid (IFB) for Construction Services tobe performed in the Flight Loads Lab of Building 4820 the workwill consist ofconstructing a new egress corridor, upgrading all hangar electrical connections lowerthan 18 inches above the finished floor, adding AFFF fire suppression in the hangar,constructing and programming Power Control Cabinets (PCCs), and an option for cablereplacement for power coming into the PCC's. This acquisition will include a directedsubcontract to CyboSoft, General Cybernation Group Inc. for Model-Free Adaptive (MFA)control software and services.The control software and services consist of: One (1) MFAControl Toolset for LabVIEW - Special Edition for NASA Dryden - Developers Pack; (PartNo: CLP-24D-SP08, 24 MFA controller version), Eleven (11) MFA Control Toolset for LabVIEW- Special Edition for NASA Dryden - Runtime License; (Part No: CLP-24R-SP08, 24 MFAcontroller version)and On-site Advanced Training per group including all trainingmaterial, engineer travel time, travel and living expenses. The project includes but isnot necessarily limited to: general building construction, AFFF fire suppression,explosion-proof electrical upgrades, and furnish and install PCCs, power cables, powerdisconnecting switches, equipment cooling systems, computer control software, anddemolish and remove existing PCCs. The order of magnitude for the procurement is between $5,000,000.00 and $10,000,000.00 and the effort shall be completed within 180 calendar days after notice to proceed. This procurement is a total Service-Disabled Veteran-Owned Small Business set-aside.The NAICS Code and small business size standard for this procurement are 236220 and 33.5M, respectively. The anticipated release date of the IFB is on or about Aug 17, 2010 with an anticipatedoffer closing date of on or about Sep 16, 2010.The firm date for receipt of bids or proposals will be stated in the IFB. All responsible sources Service-Disabled Veteran-Owned Small Businesses may submit a bidwhich shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(b) An organized site visit has been scheduled for - August 31, 2010 at 10:00 am(c)Participants will meet at-Building 4825 Visitor Control(End of Provision)All contractual and technical questions must be submitted in writing.
