- RECOVERY - THIS IS NOTIFICATION OF AWARD OF THIS CONTRACT TO STEHLY BROTHERS DRILLING IN VALLEY CENTER, CA. RECOVERY: The USDA Forest Service, Cleveland National Forest (hereafter "the Government," "the Forest Service," or "the Cleveland National Forest (NF)"), announced an opportunity for the Water Well Improvements construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition was advertised as FULL AND OPEN COMPETITION under FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program, as a firm-fixed price contract and was awarded pursuant to FAR 13, Simplified Acquisition Procedures. In accordance with FAR Part 36.204(b), the estimated magnitude of construction was between $25,000 and $100,000.The estimated contract period of performance is 45 calendar days after the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237110. The Small Business Administration size standard is $33.5 million. Contractors were required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). The RFQ was posted to the FedBizOpps website on May 12, 2010. The contractor will provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work includes drilling and development of new vertical water well at the Mt Laguna Recreation Area on the Cleveland NF. Work also includes well destruction at various locations on the Forest. This type of work calls for specialized experience and equipment that typical construction contractors do not possess.
