- SOW RFQ This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory has a requirement for a contractor to assess tooth ageing and age length modeling of Cook Inlet's Beluga Whales. Entire solicitation is attached. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will NOT be issued. This acquisition is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 541690 with a small business size standard of $7M. A firm fixed price contract will be awarded with period of performance commencing approximately from date of award through July 31, 2011 with one option year. All interested parties must respond to this announcement within fifteen (15) calendar days of publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications.
