W9128F-10-B-0026Amend000103AUG2010 for Amendment 0001 to Solicitation Number W9128F-10-B-0026 for Relief Well and Toe Drain Collector Pipe Rehab, Cherry Creek Project, Denver, CO. Amendment 0001 dated 03 August 2010 is hereby issued. The Bid Opening Date and Time of 19 August 2010 2:00 PM CDT remains unchanged. Open the attached file entitled W9128F-10-B-0026Amend000103AUG2010 to view or download Amendment 0001. Invitations for Bid for construction of the Relief Well and Toe Drain Collector Pipe Rehab, Cherry Creek Project, Denver, CO. The solicitation will close on 19 August 2010, 2:00 PM CDT. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 02 August 2010 at 1:00 PM CMT. Contractors are to meet at Cherry Creek Dam at the east entrance on the downstream side of the dam. All Contractors present for the site visit will need to sign in, provide photo identification and wear security badges. The Contractor awarded the contract will have to provide a written list of employees involved with the contract. See 'Obtaining Solicitation Documents' below. Project Description: (Approx. quantities) (1) Install two (2) pre-cast reinforced concrete manholes. These manholes are for access to the existing 30" diameter by 2620 feet long relief well and toe drain solid corrugated metal collector pipe (CMP) at Cherry Creek Dam. This pipe is situated 12 feet to 30 feet below grade on the downstream slope of the Cherry Creek Dam embankment. The depths of both manholes are approximately 15 feet. Estimated earthwork quantities are 800 cubic yards of excavation and backfill. (2) Remove all sediment and flush the inside of the 30" diameter relief well and toe drain CMP collector pipe. The length of this pipe is 2620 feet and varies in depth between 12 feet to 30 feet below grade. Access to the pipe will be provided by the 2 newly installed manholes and 1 existing manhole. It is estimated between 100 and 250 cubic yards of material will be removed from the pipe and disposed of offsite. The Contractor can expect accumulated soft and hard packed sediment in the pipe up to a thickness of one-third to one-half the depth of the pipe. The pipe will be flushed clean with water, brushes, etc. to facilitate a thorough inspection. Down-hole packers will need to be installed in 14 adjacent relief wells during flushing operations to prevent sediment from fouling these wells. Discharge of flush water shall be contained or controlled so as to prevent the release of solids into Cherry Creek or adjacent drainageways. (3) Conduct a thorough down-hole camera inspection and document the condition of the 30" diameter relief well and toe drain CMP collector pipe. The length of this pipe is 2620 feet and is 12 feet to 30 feet below grade. Access to the pipe will be provided by the 2 newly installed manholes and 1 existing manhole. The camera equipment shall be a high resolution color camera and pose pan and tilt capability for inspection at right angles to the camera with 360 degree rotation. The entire circumference of each pipe joint will be inspected and videotaped. The outfall pipes from the relief wells and toe drain system (17 total) which penetrates the collector pipe shall also be inspected. The Contractor shall provide a digital recording of the entire inspection and a written report along with digital photographs of significant defects of the pipe. (4) Cleanout and deepen an existing drainage ditch and install a new 18" RCP pipe under a bike/pedestrian path. The new ditch will be 8 feet wide, 4 feet deep, approximately 1270 feet and will have 1V on 3H side slopes. The new 18" RCP will be 50 to 60 feet long. Estimated excavation quantity is 1500 to 3000 cubic yards and this material will be disposed of onsite. (5) Construction of a new drainage ditch. The ditch is 4 feet wide, 3 feet deep, approximately 500 feet and has 1V on 3H side slopes. Estimated excavation quantity is 500 to 1000 cubic yards and this material will be disposed of onsite. (6) Installation of a new 18" diameter RCP outfall pipe for an existing toe drain manhole. The length of the new pipe is estimated at 25 to 30 feet long. The existing manhole is 12 feet to 15 feet below grade. (7) Remove all sediment and flush the inside of the existing 12" diameter perforated CMP toe drain pipe and 12" diameter solid CMP outfall pipes. The total length of pipe is 11,200 feet and varies in depth between 12 feet to 25 feet below grade. Access to the pipe is provided by 12 existing toe drain manholes. It is estimated between 50 and 100 cubic yards of material will be removed from the pipe and disposed of offsite. The Contractor can expect accumulated hard packed sediment in the pipe up to a thickness of one-third to one-half the depth of the pipe. The pipe will be flushed clean with water, brushes, etc. to facilitate a thorough inspection. Discharge of flush water shall be contained or controlled so as to prevent the release of solids into adjacent drainageways. (8) Conduct a thorough down-hole camera inspection and document the condition of the 12" diameter toe drain pipe. The length of this pipe is 11,200 feet and is 12 feet to 25 feet below grade. Access to the pipe will be the 12 existing toe drain manholes. The camera equipment shall be a high resolution color camera and pose pan and tilt capability for inspection at right angles to the camera with 360 degree rotation. The circumference of each joint will be inspected and videotaped. The Contractor shall provide a digital recording of the entire inspection and a written report along with digital photographs of significant defects of the pipe. (9) Construct a gravel access road at the toe of the downstream slope of Cherry Creek dam for access to the relief wells/toe drain collector pipe and toe drain systems. This road will have a top width of 12 feet and be approximately 400 feet long. It will be constructed to balance excavation and fill and will to topped with 6" of gravel surfacing. Estimated quantities are 500 cubic yards of earthwork and 200 tons of gravel surfacing. Once the job is done, the road will remain in place for project use. The estimated construction cost of this project is between $500,000 and $750,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 180 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
