This is a full and open requirement. All proposals received withinforty-five days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. IAW FAR 5.207(c)(13)(ii),All responsible sources may submit a capability statement, proposal, orquotation, which shall be considered by the agency. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice.
