Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Newport Division intends to award a sole source, firm fixed-price contract number to Weidlinger Associates, Inc, for technical and engineering service required to analyze four small scale models using finite element code. Each of the four original models designed at NSWCCD has been analyzed by Weidlinger using their EPSA code. The hydrostatic buckling strength calculated by Weidlinger for each design turned out to be significantly higher than the design strength intended by NSWCCD; and would be incompatible with the test facility. Each of the models has been re-designed by NSWCCD and a follow on contract is intended to be awarded for each model to be re-analyzed after modifying the models in accordance with the re-design. Only Weidlinger has the expertise required to quickly and efficiently modify the existing EPSA finite element model and effectively utilize the EPSA code to obtain the required results in the time frame (approximately two months) and funding levels available. It would not be possible for another contractor to develop a finite element model from scratch using an alternative finite element code and conduct the full suite of required analyses in this time frame. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional information will be provided upon the release of RFQ N66604-10-Q-4410, anticipated to be on or about 16 August 2010.
