Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Suite 600, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis the evaluation of miRNA and mRNA expression from Boston University, 85 E. Newton Street, M-921, Boston, MA 02118 The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for twelve (12) months from date of award. Micro RNAs (miRNAs) and messenger RNAs (mRNAs) are involved in the regulation of gene transcription and expression. The regulated expression of miRNAs and mRNA may be important for cancer etiology. For example, one miRNA can regulate multiple mRNA targets, and one target mRNA may be regulated by multiple miRNA sequences. Thus, evaluating miRNA and mRNA expression profiles in cancer tissues may contribute to NCI's understanding of miRNA- and mRNA-based gene regulation and cancer etiology. The miRNA and mRNA expression among subjects with high and low smoky coal exposure will be evaluated to determine is the expression profiles in a population of nonsmoking females in Xuanwei are similar or different across environmental exposure levels. The lung cancer rate among nonsmoking females in Xuanwei is among the highest in the world for nonsmoking females, and has been attributed to indoor air pollution from domestic fuel combustion, particularly from smoky coal. Similarly, the miRNA and mRNA expression profiles among subjects with high and low formaldehyde exposure will also be evaluated. This will produce new insights into the pathogenesis of lung cancer among nonsmoking females exposed to indoor air pollution from coal, and aid in elucidating the biological effects associated with unique environmental exposures, such as coal smoke and formaldehyde. 85 samples in total will be evaluated. Boston University and the laboratory of Dr. Spira is on the forefront of this field and has published numerous manuscripts evaluating the associations between expression arrays and pulmonary effects. Specifically, Dr. Spira is the only investigator in the world to have elucidated the pulmonary effects associated with various expression patterns attributed to different environmental exposure levels, such as tobacco smoking. It is essential that the services be provided by an investigator with experience conducting expression arrays in subjects with unique environment exposures, the need for data generated from this effort to be comparable and have the ability to be pooled with data from previous efforts evaluating these profiles among other study subjects with environmental exposures, and that Boston University is the only known source in the world to have accomplished this, Boston University has the only investigating laboratory that can carry out the terms of this procurement. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 17, 2010. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
