Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Center for Research Resources (NCRR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to The Association of University Technology Managers, Inc (AUTM), 111 Deer Lake Road, Suite 100, Deerfield, IL 60015-4943 for AUTM's Better World Report. The NCRR and AUTM will collaborate on the publishing of the Better World Report that will highlight various NCRR funded grantee institutions as well as the Clinical and Translational Science Award (CTSA) Program. The theme for the 2010 edition is "Innovations from Academic Research that Positively Impact Quality of Life." This edition will highlight the role of academic technology transfer in improving quality of life and building social and economic well-being. The report focus demonstrates the importance of technology transfer in translating academic research. It will showcase the myriad and multifaceted ways innovation can improve the quality of life for populations around the world. This year the AUTM 2010 Better World Report will contain a center spread that will highlight the CTSA institutions and all the technologies that they develop for the betterment of public health. The NCRR funded CTSA program creates a definable academic home for clinical and translational research. CTSA institutions work to transform the local, regional, and national environment to increase the efficiency and speed of clinical and translational research across the country. One of the goals of the CTSAs and the NCRR is to develop public private partnerships (PPP) within and outside their institutions and share best practices in technology transfer and commercialization. The AUTM Better World Report will recognize some of these CTSA institutions achievements in technology transfer and PPPs by providing ample press to Federal, state and for-profit entities and sharing the work of the CTSAs in this area. The sole source determination is based on the fact that AUTM is the only group that produces the "Better World Report" showing how various NIH grantees impact health and biomedical sciences by the technologies they produce and eventually commercialize. The 2010 Better World Report will be distributed to all AUTM members electronically. AUTM's global network of more than 3,600 members work in more than 350 universities, research institutions, teaching hospitals and government agencies, as well as hundreds of companies involved with managing and licensing innovations derived from academic and nonprofit research. Printed copies of the 2010 Better World Report will be mailed to each member technology transfer office, as well as state governors and members of Congress. The period of performance is anticipated to be from 09/29/2010 - 12/31/2010. The delivery point is the National Institutes of Health (NIH), National Center for Research Resources (NCRR), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 813920, Professional Organizations, and the associated small business size standard is $7.0M. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures; therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). However, this solicitation is not set-aside for small businesses. Interested parties may identify their interest and capabilities in response to this synopsis by August 9, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
