Description
The U.S. Army, Army Contracting Command (ACC) Joint Munitions and Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ on behalf of the US Army. Armament Research and Development Command (ARDEC), is conducting Market Research to locate capable firms that can provide a communications radio for a 40mm grenade. The radio must be a non-developmental item. It must be Frequency Hopping Spread Spectrum (FHSS) and shall allow the unit to be manufactured to operate in any of the following frequency bands: 300-348MHz, 400-464MHz, and 800-928MHz. The transmit power of the radio as measured at the antenna connector must be equal to or greater than 16dBm and the radio shall have an antenna connector with a balanced output. The Radios must communicate with a masterless ad-hoc network architecture and be capable of reliable communications over 10 hops. The Radios shall communicate digital data through the network and shall have a maximum throughput of 38400 bps. The radio must contain a microprocessor with a minimum clock speed of at least 60MHz with no less than 64KB of SRAM and 512KB of Flash memory. The radio must be Over The Air Programmable (OTAP) after the contractor firmware has been loaded. The radio must contain and have individual interfaces for the following: four unused Analog to Digital Converters (ADC), four unused General Purpose In/Out (GPIO) lines, two unused SPI serial ports, one unused I2C serial port, and one unused asynchronous serial port. The radio must have a round form factor with a diameter that does not exceed 34mm and a thickness that does not exceed 6.5mm. Additionally, the radio must survive acceleration of at least 20,000Gs for a duration of no less than 2ms in the axial direction. A Software Development Kit (SDK) and Interface Control Document (ICD) must be provided to allow the Government to develop software for and host software on the radio. Object code format files of the radio firmware must be provided to allow integration of Government software on the radio. The ICD must contain information on electrical, physical, and software characteristics required to interface with the radio I/O ports. A Graphical User Interface (GUI) must be provided to monitor communications status between radios. The required radio will allow 40mm Intelligence, Surveillance, and Reconnaissance Grenades to communicate with each other and with the Warfighter after the rounds have been deployed. Interested parties are requested to submit a capabilities statement with a description of their services along with other available information (i.e. brochures) that describe current capability to: Miss Stephanie Milne via email only to stephanie.milne@us.army.mil. Please submit your responses NLT 1500hrs (3:00 PM) EST, 17 August 2010. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. This is a Sources Sought/Market Survey Announcement and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFP), nor is the Government obligated to issue an RFP/RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
