- Return form with the quote to bill.bell@noaa.gov. COMBINED SYNOPSIS/SOLICITATION Renewal of upgrade and support agreement of a single-use license of the Echoview software. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-18519. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 423430. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See statement of work below (VI) Description of requirements is as follows: Statement of Work WRD-10-18519 STATEMENT OF WORK AND SPECIFICATIONS 1. Renewal of upgrade and support agreement of a single-use license of the Echoview software base module until July 6, 2011. 2. Renewal of upgrade and support agreement of a single user license for Echoview software bathymetry module until July 6, 2011. 3. Renewal of Echoview Upgrade and Support Agreement of a single user license for Echoview software Analysis Export Module until July 6, 2011. 4. Schools Detection renew EUSA until July 6, 2011. The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required. (VII) Date(s) and place(s) of delivery and acceptance Environmental Conservation Division, 2725 Montlake Blvd E., Seattle, WA 98112. Delivery shall be Seattle, WA. Period of performance shall be Date of Award 2010 - July 6, 2011. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items 2005-10, applies to this acquisition. In addition to written price quotes, offers are instructed to provide: See Statement of work. (IX) FAR 52.212-2, Evaluation - Commercial Items 2005-10 applies to this acquisition. Paragraph (a) is hereby completed as follows: See Statement of work. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-10, with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-10, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-10 applies to this acquisition. (XIII) N/A (XIV) Option Years: Contract Terms and Conditions - Commercial Items 2005-10, applies to this acquisition. (XV) Quotes are required to be received in the contracting office no later than 7 P.M. PST on August 12, 2010. All quotes must be faxed or emailed to the attention of Bill Bell.
