Description
This is a synopsis for a Joint Munitions Command (JMC) requirement. The US Army JMC intends to issue a Request for Proposal (RFP) for W52P1J-10-R-3030 on or about 17 August 2010. In accordance with FAR 6.302-1, the proposed procurement will be a limited competition between Metters, Inc. & Telesto Group, LLC. Due to the implementation of the LMP system being in October, there is an expedited timeline required to fulfill this requirement. Because of this time constraint, previous knowledge of the JMC organizational structure, having a working knowledge of the current JMC business processes, and a proficient understanding of the operations of JMC as the ERP is implemented is critical. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed contract is for labor hours type contract for the requirement as described below: The contractor will recruit and provide students in support of JMCs Enterprise Resource Planning (ERP) systems support center, specifically the General Fund Enterprise Business System (GFEBS) and the Logistics Modernization Program (LMP). LMP is an ERP system on a SAP platform and GFEBS is a web-based financial, asset and accounting management system also on a SAP platform. Students will assist in a support center and will be available to support ERP users throughout the JMC Rock Island. The support center will operate similar to a help desk and students will answer customer questions on a call-in basis, and/or will be required to physically go to a customers desk to assist them with ERP systems use. Some students will also provide functional support to perform tasks in the ERP system. They will assist JMC personnel performing logistics, financial management and/or support functions. The contractor will be responsible for initial student training on the ERP systems. Expectation is that training will last no longer than 5 days. All work performed by the contractor shall be within the scope of the contract. Total dollar value for this effort is estimated at $3,000,000. Any solicitation for this requirement will be issued electronically in accordance with FAR 4.502 and 5.102(a)(1); therefore, hardcopies will not be provided. Any amendments to this solicitation will also be issued electronically. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically monitor for any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. The date listed above, 17 August 2010, is for archive purposes only and is NOT the date in which offers are due. The date offers are due will not be issued until the solicitation is issued. ESTIMATED solicitation issue date is August 17, 2010. This is an estimated date only and may be subject to change. This synopsis in no way obligates the Government to any future award. All contractors who provide services to the Department of Defense must be registered in the Central Contractor Register (CCR). If you are not registered in CCR, you cannot be awarded a DOD contract.
