Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health treatment services for male and female inmates. The location of services are to be within Columbia and Montour Counties and no further than fifteen (15) mile from the Columbia County Work Release Residential Reentry Center (RRC) located at 721 Iron Street, Bloomsburg, Pennsylvania 17815. The contract period shall consist of one 12-month base year and four 12-month option years for renewal at the unilateral discretion of the Government and all quantities are estimated for the Transitional Drug Abuse Treatment (TDAT) services. The estimated services for the base year and each option year are as follows. (All session will equal 30 minutes in duration): Base Year: Estimated number of inmates 50, Intake Assessments (one per inmate) for 50 inmates; Individual Counseling Sessions for 24 sessions x 50 inmates = 1,200 sessions; Group Counseling Sessions for 72 sessions x 50 inmates = 3,600 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 4 inmates = 4 each; Individual Mental Health Counseling Sessions for 24 sessions x 5 inmates = 120 sessions; Group Mental Health Counseling Sessions for 12 sessions x 5 inmates = 60 sessions; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 2 inmates; Medication Monitoring (2 each per inmate) for 5 inmates; Transportation (local taxi service)(64 trips per inmate x 50 inmates = 3,200 trips) Option Year 1: Estimated number of inmates 51, Intake Assessments (one per inmate) for 51 inmates; Individual Counseling Sessions for 24 sessions x 51 inmates = 1,224 sessions; Group Counseling Sessions for 72 sessions x 51 inmates = 3,672 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 5 inmates = 5 each; Individual Mental Health Counseling Sessions for 24 sessions x 6 inmates = 144 sessions; Group Mental Health Counseling Sessions for 12 sessions x 6 inmates = 72 sessions; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 2 inmates; Medication Monitoring (2 each per inmate) for 6 inmates; Transportation (local taxi service)(64 trips per inmate x 51 inmates = 3,264 trips) Option Year 2: Estimated number of inmates 52, Intake Assessments (one per inmate) for 52 inmates; Individual Counseling Sessions for 24 sessions x 52 inmates = 1,248 sessions; Group Counseling Sessions for 72 sessions x 52 inmates = 3,744 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 6 inmates = 6 each; Individual Mental Health Counseling Sessions for 24 sessions x 7 inmates = 168 sessions; Group Mental Health Counseling Sessions for 12 sessions x 7 inmates = 84 sessions; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 2 inmates; Medication Monitoring (2 each per inmate) for 7 inmates; Transportation (local taxi service)(64 trips per inmate x 52 inmates = 3,328 trips) Option Year 3: Estimated number of inmates 53, Intake Assessments (one per inmate) for 53 inmates; Individual Counseling Sessions for 24 sessions x 53 inmates = 1,272 sessions; Group Counseling Sessions for 72 sessions x 53 inmates = 3,816 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 7 inmates = 7 each; Individual Mental Health Counseling Sessions for 24 sessions x 8 inmates = 192 sessions; Group Mental Health Counseling Sessions for 12 sessions x 8 inmates = 96 sessions; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 2 inmates; Medication Monitoring (2 each per inmate) for 8 inmates; Transportation (local taxi service)(64 trips per inmate x 53 inmates = 3,392 trips) Option Year 4: Estimated number of inmates 54, Intake Assessments (one per inmate) for 54 inmates; Individual Counseling Sessions for 24 sessions x 54 inmates = 1,296 sessions; Group Counseling Sessions for 72 sessions x 54 inmates = 3,888 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 8 inmates = 8 each; Individual Mental Health Counseling Sessions for 24 sessions x 9 inmates = 216 sessions; Group Mental Health Counseling Sessions for 12 sessions x 9 inmates = 108 sessions; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 2 inmates; Medication Monitoring (2 each per inmate) for 9 inmates; Transportation (local taxi service)(64 trips per inmate x 54 inmates = 3,456 trips) The services above shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated June 2010 and Revised July 2010 for the Northeast Region. The request for quotation will be available on or after July 30, 2010 and will be distributed solely through the General Services Administration Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The estimated closing date is on or about August 24, 2010. The solicitation is unrestricted. All responsible business concerns may submit a quote which will be considered. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract.
