Description
DESTRUCTOR, EXPLOSIVE: Universal, M10 (M10 Universal Destructor) This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a competition sensitive status. The Army Contracting Command Rock Island Contracting Center is conducting a Market Survey to identify potential sources capable of manufacturing and delivering the following item: DODIC: M241, NSN: 1375-01-586-3375, Destructor, Explosive: Universal, M10; P/N 13028156. The technical data package is Distribution D. For the purposes of this market survey, a draft M10 technical data package will be made available to assist in responding to this survey. Requests for the M10 technical data package must be made through the contracting POC designated below. A copy of an executed DD Form 2345, Militarily Critical Technical Data Agreement, is required to be submitted along with any request for the draft TDP. NOTE: Market Survey W52P1J-09-R0136 was previously released (posted on 7 May 2009) for this item. Since then, the Government has changed/updated the design to incorporate machined aluminum metal parts in place of the formed and rolled (steel) sheet parts. The M10 Universal Destructor is used primarily to initiate the high explosive main charge in unfuzed bombs and artillery projectiles in place. The destructor is designed to accommodate any ammunition with 1.5-inch, 1.7-inch, or 2-inch fuze wells. The M10 is an adapter-booster assembly consisting primarily of four metal (aluminum) parts: a booster cup, ammunition bushing, activator bushing and a blasting cap bushing. The booster cup, which contains a single Comp A-3 booster pellet, is threaded externally to fit a 1.5-inch fuze well/cavity and mate with the activator bushing. The activator (?) bushing is threaded externally to fit a 1.7-inch and 2-inch fuze well/cavity. Internally, it is threaded to mate with the booster cup. The activator bushing, along with a felt washer, secures the Comp A-3 pellet from the back end into the booster cup. It is also specifically designed to accept the M1 activator. The blasting cap bushing is attached on the back of the activator bushing and is designed to accept any standard firing device. The M10 is initiated by a standard military blasting cap, a standard firing device or the M1 activator. The resulting detonating wave initiates the explosive filled target. During shipment and storage, the blasting cap bushing is sealed with a closing plug and an o-ring. Critical skills required in manufacturing the M10 include the ability to machine metal and plastic parts and press Comp A-3 pellets. Interested companies who feel they have the necessary capabilities should respond by providing the Government the following information in the time-frame established below: a brief summary of the companys capabilities; description of the facilities, personnel and related manufacturing experience; economical/capacity 1-shift and maximum shift monthly production quantities with associated prices and lead-times; and the minimum procurement quantity (MPQ) required for which the company might submit a bid. Additionally, interested companies should note if manufacturing resources are shared with other items/production lines and identify the approximate amount shared. The NAICS code for this item is 332993, Ammunition (except Small Arms) Manufacturing, with a size standard 1,500 employees. Please indicate your business size in the response. A respondent to this market survey must have available the skills that are required to manufacture this item. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent, must be able to demonstrate and should describe their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors should be stated in the response and must also meet these criteria. Interested companies should also include a Rough Order of Magnitude cost estimate (ROM) for quantities of 7,000 and 37,500 M10s each. The Government intends to supply the Comp. A-3 explosive; therefore, the ROM should take this into account. All contractors interested in this potential future solicitation must be registered in the Central Contractor Registration Database. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
