Description
This is a sources sought synopsis only. The purpose of this notice is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name (b) address, (c) point of contact, (d)"number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organization's qualifications and ability to perform as a prime contractor for the following requirement. The Contractor(s) shall provide personnel and services necessary to provide mandatory supplemental and in-service training courses contained in the Bureau of Indian Affairs (BIA) Office of Justice Services (OJS) Policy Manual and Handbook and 25CFR part 12.35 Indian Country Law Enforcement Qualifications and Training Requirements described below:1.Provide on-site training on Indian Country Drug Interdiction Operations for bureau and tribal police officers. The curriculum will consist of courses in Criminal Jurisdiction for Drug Crimes; Drug Intelligence Gathering; Drug Identification; Interdiction Operations; Field Interviewing; and Drug Report Development. The training program will provide twenty-four (24) hours of training based on law enforcement standards to facilitate consistency in training. Target market training specific to the identified staffing of police officers and special agents/criminal investigators utilizing OJS staffing information. 2.Provide on-site training on Drug Enforcement Investigation for bureau and tribal special agents/investigators. The curriculum will consist of courses in Overview of the Drug Investigative Process; Case Development; OCDETF Operations; Money Laundering; Conspiracy Cases; Federal Prosecution and Jurisdiction; and Law Enforcement Drug Intelligence Networks. The training program will provide twenty-four (24) hours of training based on law enforcement standards to facilitate consistency in training. Target market training specific to the identified staffing of police officers and special agents/criminal investigators utilizing the OJS staffing information. 3.Provide on-site Native Gang Awareness and Prevention Training for bureau and tribal law enforcement and service providers. The curriculum will consist of courses in National Gang Threat Intelligence; Native Gang Awareness, Community Policing Concepts; Criminal Jurisdiction for Gang Crimes; Gang Intelligence Gathering; and Evidence-based Strategies. The training program will provide twenty-four (24) hours of training based on law enforcement standards to facilitate consistency in training.4.Provide Web-based Online Training on Indian Community Gang and Drug Courses. Topics will include: Native Gang Threat Awareness, Community Policing Strategies to Address Gangs; Gang Report Development, Drug Identification Refresher, Drug Investigative Process in Indian Country, and Drug Case Report Development. Each course shall be permissions based allowing management of information through a stringent process of approval and certification. Each course shall be performance measureable and contains pre and post testing, evaluation, participant feedback, and an individual certificate of completion once each segment is completed. Closely monitor each course and individual performance electronically and offer dedicated technical assistance to ensure participants are afforded the resources to successfully complete the course requirements. 5.Training Resources and Materials: Provide student training materials for on-site training to include CD-ROM resource materials. Conclude reach training with evaluations. Provide to the Indian Police Academy a registration list for attendees; and a certificate of completion which will document the training hours achieved. Format the on-site and online training syllabus to comply with the Federal Law Enforcement Training Center (FLETC) -Research and Development standards. All prospective offerors who may be interested in participating in a future procurement for this requirement should respond to this Source Sought Notice by emailing your information to kris.kohlhoff@bia.gov. The contractor shall be responsible for any costs associated with preparing responses to this sources sought synopsis.
