Combined Synopsis/Solicitation No. Q1574103231Amendment 0001August 2, 2010 Project Title: Goose Neck Trailer, Yellowstone National Park. Receipt of Offers: The hour and date for receipt of offers remains unchanged at 2:00 pm local time on August 10, 2010. Description of Changes: This amendment provides for some changes to the existing combined synopsis/solicitation by adding line 14 to the Trailer construction to read as follows:"14. Flag pockets to the four outside corners of the trailer." Replacing line 3 to the Gooseneck to read as follows:"3. Air or hydraulic activated locks to lock folding areas in transport position. The trailer must be equipped with safety pins to assure it remains locked during transport. (Air or hydraulic release is acceptable)." Replacing line 4 of the Suspension/axles with the following:"4. Trailer axles must be equipped with a hub mileage meter and mud flaps. Location of the hub meter to be on the left front axle." Replacing line 2 of the Lighting with the following:"2. Trailer must be equipped with 2 each 4 inch LED amber safety flashers in the rear of trailer. These amber safety strobes will be separate from all other trailer lighting. These lights will be activated by a sealed switch located at the rear of the trailer and separate from the turn signals." Also add a Period of Performance section to read as follows:"Period of Performance: The goose neck trailer shall be delivered FOB to Mammoth Hot Springs, WY no later than October 30, 2010." This amendment also provides information in response to the following written requests provided by interested individuals:#1. Comment/Question is "Description above states 50 ton (100,000lb) 55 ton (110,000lb) please verify."Response is "YNP asked for a 50 ton trailer with a 10,000lb built in safety factor."#2. Comment/Question is "Will the 16" deep main beams be allowed to taper at the front to allow a 3 degree loading angle?"Response is "YNP asked for a 16 inch I beam the full length, with a folding goose neck trailer we do not need a tapered beam."#3. Comment/Question is "Description above states 10" x7.5" structural I beam. I cannot find a structural shape with those dimensions."Response is "YNP asked for a 10"x7.5" structural I beam. Other vendors have structural I beams this size. Due to cross member spacing we need the I beam to be this size."#4. Comment/Question is "Will M10x9lbs/ft (10" deepx2 flange width) located on 24" centers be acceptable?"Response is "YNP asked for 18 inch on center cross members (See Trailer construction specifications #10) we need 18 inch on centers for the type of equipment we haul."#5. Comment/Question is "Will deck material be required to ship loose for use on the outriggers?"Response is "YNP asked for the decking to be screwed to the cross members (See trailer construction specifications #9) YNP will provide decking for the out riggers."#6. Comment/Question is "Description at the top states "hydraulic folding gooseneck". If the gooseneck is to be Non Ground Bearing then I believe a hydraulically detachable gooseneck is what is being asked for?"Response is "YNP asked for a hydraulic folding gooseneck trailer not a detachable gooseneck trailer. Ground bearing pads are unacceptable (no legs)."#7. Comment/Question is "Will hydraulic actuated transport pins be acceptable?"Response is "YNP asked for air actuated safety pins (See trailer construction specifications#3) YNP is ok with Air or hydraulic actuated pins."#8. Comment/Question is "Will the trailer require its own hydraulic power source?"Response is "YNP fleet trucks/tractors all have wet kits on board. A wet kit is not needed for the trailer."#9. Comment/Question is "Description above states 22,500 lb axle: is that a requirement, can 25,000lb axle be used?"Response is "22,500 lb is a minimum requirement; yes 25,000 lb axles will work."#10. Comment/Question is "Description above states "inch plate steel" is that 1" thickness?"Response is "YNP asked for plates (See Wheel area specifications #3) plates meets our requirements."#11. Comment Question is "Does the hub meter location matter?"Response is "YNP would like the hub meter on the left front axle. YNP did not ask for a lift axle on this trailer."#12. Comment/Question is "Is there a requirement to provide mounting for an "Oversize load" sign at the rear of the trailer?"Response is "YNP did not request mounting for an Oversize load sign. None are needed."#13. Comment/Question is "Does there need to be flag pockets at the outer four corners of the trailer?"Response is "YNP would like to have flag pockets installed on the each corners of the trailer (4 total)."#14. Comment/Question is "Due to our location, a paint chip is not practical is it possible to provide a paint mfg."Response is "YNP will provide a color chip to insure the correct color match. Paint color code will be available to the successful offeror."#15. Comment/Questions is "Item 2 under "lighting" request 2 each 4 inch LED amber safety flashers". Would these be basically the turn signals that are activated by the emergency flashers switch in cab of the truck, or are you wanting these lights to be an amber strobe light, which would be separate from the turn signal lights?"Response is "The2 each 4 inch amber safety strobes will be separate from all other trailer lighting. These lights will be activated by a sealed switch located at the rear of the trailer and separate from the turn signals." Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended by one of the following methods:a)Signing and dating this amendment and returning with offer;b)By acknowledging receipt of this amendment on each copy of the offer submitted; orc)By separate letter or telegram which includes a reference to the solicitation and amendment numbers.FAILURE OF YOUR ACKNOWLEDGEMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OFFERS PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER.If by virtue of the amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.
