Description
Synopsis Synopsis This synopsis is issued in accordance with the Federal Acquisition Regulations (FAR) Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation restricted to small business concerns, in accordance with Section 19 of the Federal Acquisition Regulations, for a multiple award Indefinite Quantity/Indefinite Delivery Task order contracts. The Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts resulting from the Request For Proposals (RFP) is intended to provide for the development, revision, promotion, and presentation of training in the broad area of Surface Transportation. Topics may come from the general categories of Structures, Pavements and Materials, Geotechnical, Design and Traffic Operations, Construction and Maintenance, Hydraulics, Intelligent Transportation Systems, Freight and Transportation Logistics, Real Estate, Environment, Transportation Planning, Civil Rights, and/or Highway Safety. It may also include any research required for the development of a specific course, and other support services that may be required for the promotion of the training program. The contractor shall incorporate accepted Instructional System Design principles using adult learning techniques in the development of courses, materials, and instruction. The purpose of the potential ID/IQ contracts is to effectively develop a curriculum of high quality training dealing with all aspects of surface transportation issues in the following areas: •· Training Needs Analysis and Evaluation of Training Effectivness •· Technical Review Panel Coordination •· Course Development •· Revisions and Updates •· Media Production •· Course Delivery The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award approximately 6 ID/IQ contracts as a result of the solicitation. Offerors must have an approved accounting system to be eligible for award of a cost type contract. The NAICS Code for this effort is 611430 with a Business Size Standard of $7 Million. This notice of intent is not a request for competitive proposals. A request for Proposals is anticipated to be published on or before August 15, 2010.
