Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number VA-101-RP-0120 for construction services at the James A. Haley Veterans Hospital, Interim Polytrauma Renovation of 5-North in Tampa, Florida. The applicable North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $33.5 Million. The SDVOSB contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the complete renovation of 5-North. Initial work will consist of demolition of all partitions, ceilings, and MEP down to the existing structural beams under level IV, asbestos abatement. Exterior construction consists of window replacement. Interior construction consists of new wall partitions, flooring, and ceilings. MEP work consists of installing a new air handler, duct work, medical gasses, plumbing, fire alarm and electrical work. The 14-bed wing will be fully sprinklered and connected to the existing fire protection system. Nurse call system, telecommunications and data rough-in is included. The new space is in compliance with the Uniform Federal Accessibility Standards (UFAS) and PG-18-13 in all areas. The estimated cost for this project is between $1,000,000 and $5,000,000 with construction duration of 300 calendar days after the issuance of the notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/ccr/default.aspx, prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov/general_user/register/default.asp. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about August 15, 2010. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on August 26, 2010, at 9:00AM, at the James A. Haley Veterans ™ Hospital, 13000 Bruce B. Downs Boulevard, Tampa, Florida 33612. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than August 31, 2010 at 4:30PM EDT to Greg Sabater at Gregory.M.Sabater@va.gov, Mike Tixier at Mike.Tixier1@va.gov and cc: Robert Capers at Robert.Capers2@va.gov. The government will respond to all questions not later than September 3, 2010, via an amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00PM (local time) on September 14, 2010.
