Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, N4155710RC102FS is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The NAICS code is 335312 and the small business size standard is 1000. The following commercial items are requested in this solicitation: New Caterpillar Model C18 Outdoor Diesel Generator, Standby, 600 ekW 750 KVA, 60 Hz 1800 rpm, 480 Volts • One brand new Caterpillar Model C18 outdoor diesel generator rated at 600KW standby power 1800 RPM, 277/480V, three phase, 60Hz, complete with all standard equipment; Fuel/Emissions - EPA Tier 2; Output available with varying load for the duration of the interruption of the normal source power. Average power output is 70% of the standby power rating. Typical operation is 200 hours per year with maximum expected usage of 500 hours per year. • Remove existing generator 550KW generator set from Andersen AFB Guam Fitness Center • Install new 600KW generator set on existing pad; pad to be extended if necessary • Install new 150 gallon daytank (daytank is part of the Caterpillar Generator Set) to be mounted outside genset enclosure • Terminate and test new generator set for proper operation • Price shall include: start-up, testing for functionality, field training on operation of new equipment, and 24 months warranty for Caterpillar equipment • Shipping to 36 CES/CEF Andersen AFB, Yigo, Guam 96929 Items should be shipped no later than 120 days ADC, FOB: Destination for delivery to Andersen AFB, Yigo, Guam 96929. The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. Can the contractor remove the old generator at any time prior to the arrival of the new generator? Yes, but the contract must make prior arrangements with 36 CES. The cables for the existing unit need to be protected from the weather/elements while awaiting the installation of the new unit. 2. Where is will the old generator be placed and is the contractor required to dispose of the old generator? The old generator may be kept on site (make prior arrangements with 36 CES) until the job is completed. It may also be removed & stored in Building 20010. 3. Please provide specific requirements for lift equipment to access the base i.e., crane or forklift? Based on the contractor assessment (during the site visit) you may determine whether or not you will need lift equipment for this project. There is a beautification wall around the existing unit so a crane may be necessary. 4. Will the contractor be allowed temporary badges for it's workers or subcontractors for base acces to perform the required work? Yes, contractor will work with 36 CONS Contract Administrator to get the necessary passes. 5. There is not mention of an Automatic Transfer Switch (ATS) for the generator or is there already an ATS in place. YES If yes, is it possible to get the specifications of the ATS or allow the potential contractor(s) to look at the ATS at the site visit? YES 6. Will the contractor utilize existing wiring in place or will the contractor be required to change all the wiring to the building? It's best to provide a generator that matches the existing wiring. 7. Is there detailed information on the level of testing required for the new generator or is testing limited to functionality? Testing is limited to functionality. 8. What is the required hourly run time for the generator on the daytank and what is the gallon capacity of the daytank requested? 150 gallons
