Description
Request for Information (RFI) TheSpace and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Marine Corps Electronic Security Systems Branch (MCESS) Mass Notification System (MNS) Program, Code 54130, is seeking information on electronic based alert notification software that will deliver reliable and secure emergency threat notifications to United States Marine Corps personnel. The ideal software will be a commercial-off-the-shelf (COTS), fully operational (turn-key) product that can integrate with current software and hardware and provide signals and messages that are appropriate to the situation. The MCESS MNS Program currently relies on the Cooper Notification, previously MadahCom, Wireless Audio Visual Emergency System (WAVES) MNS for indoor and outdoor audible alerting to notify personnel in times of emergencies and disasters. For effective operations, the MCESS MNS Program must have a notification system that has multiple methods to efficiently and effectively provide emergency notification to personnel. The ideal package would be composed of four critical components: (1) a network alerting (SMS based text messaging, MMS based messaging, e- mail, and computer desktop audio- visual notifications) to personnel both at work and/or at other locations worldwide; (2) an automated telephone notification capability to personnel worldwide; (3) a capability to provide integrated GIS Web support to identify and contact personnel within a specific geographic area, and; (4) a capability to bi-directionally integrate with the existing WAVES MNS quipment/software already in use at all USMC installations. Review of this information is being performed for Headquarters, U.S. Marine Corps, Plans Policies, and Operations (PP&O), Security Division (PS), which aims to conduct objective comparative assessments and validation of commercial equipment and systems. If a MCESS MNS project on this type of equipment is executed, the equipment selection will be based upon a number of factors. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency.
