- The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure on a sole source basis from Hamilton Sundstrand of Windsor Lock, CT engineering and technical services to explore and resolve any problems associated with the Oxygen Generating Plant (OGP), Gas Management System (GMS), Electrolytic Chlorine Generator (ECG), Integrated Low Pressure Electrolyzer (ILPE), and the Advanced Integrated Low Pressure Electrolyzer (A-ILPE) systems of the U.S. Navy's Seawolf, Virginia, Los Angeles, and Ohio class submarines. As the original equipment manufacturer, Hamilton Sundstrand is the only known firm with specialized knowledge and technical expertise capable of furnishing the necessary services. Contract period consist of a 12 month base period and 4, twelve month options. An Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract is anticipated. The Government will not pay for any information received. The North American Industry Classification System (NAICS) Code is 333999. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
