- This acquisition is for a follow-on procurement or Air Terminal Ground Handling Operations. The incumbent contract is: Empire Aircraft. The work consists of: 1) Passenger Services, 2) Baggage Handling, 3) Cargo Handling, 4) Taxi Services, and 5) Custodial Services. GENERAL REQUIREMENTS/DESCRIPTION OF SERVICES. The Contractor or Service Provider (SP) shall furnish all labor, transportation, supervision, equipment, liason support, and materials necessary to provide Air Terminal Ground Handling Services (ATGHS) for all missions at U.S. Naval Air Station Jacksonville, Jacksonville, FL. The SP shall manage and perform ATGHS, maintain a level of service that enhances the image of NAS Jacksonville and Air Mobility Command (AMC), provide Electronic Data Interchange for manifesting cargo/baggage, create/transmit necessary reports/messages, and establish a Quality Assurance (QA) program that ensures safe and secure ATGHS. For the purposes of this contract, ATGHS includes passenger, baggage and cargo handling services (process, up/download, and document the movement of cargo, baggage, and passengers), aircrew member taxi services, all ground services (except those provided by the Transient Line Division), and custodial services in accordance with the requirements specified herein. These operations shall be performed as specified in EXHIBIT 1, SCHEDULE OF RECURRING SERVICES, for this firm fixed-priced contract. These services shall be provided for the Air Terminal Branch, Flight Support Division, Air Operations Department, Bldg.279 Naval Air Station Jacksonville, Florida. The solicitation will be uploaded under separate notice. This a 100% small business set-aside. NAICS code is: 488119/$7million. The base year is 12 months with four (4) one-year options to extend the period of performance. Only small business firms certified under NAICS code 488119/$7 million are hereby given an opportunity to submit a offer/proposal in accordance with the criteria set forth in the RFP.
