- Brand Name Justification Request For Quotation HT9402-10-Q-0012 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will be issued as request for quotation number HT9402-10-Q-0012. This requirement is for Herman Miller systems furniture, compatible walls, and requisite accessories that include design and installation services. See the attached solicitation/request for quotation HT9402-10-Q-0012 for the contract line item, statement of work, clauses and provisions, the evaluation criteria, and additional information. Installation and delivery is within 90 days of award, along with acceptance, to the installation point within the FOB Destination location at TRICARE Management Activity, 16401 East Centretech Parkway, Room #222, Aurora, CO 80011-9066. This requirement is not a small business set-aside based on the associated NAICS Code 337214 - Office Furniture (except Wood) Manufacturing with a business size standard of 500 employees. The solicitation/request for quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective on July 23, 2010. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation represents the best value to the Government when considering both the price and technical factors. The technical evaluation factor is approximately equal to price. Offerors are advised to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, Alternate I, with its offer. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, and the additional FAR clauses cited in the clause are applicable to the acquisition. The contracting officer has determined additional FAR and DFARS clauses and contract requirement to be necessary for this acquisition and consistent with customary commercial practices. Potential offerors must attend a mandatory site visit in order to submit a quotation in response to this solicitation. This site visit is scheduled for Friday, August 13, 2010 at 10:00 AM Mountain Time at 16401 E Centretech Parkway, Aurora CO, 80011. Offerors attending the site visit must provide the name(s) of those attending by email to Ms. Sandra Cleveland at sandra.cleveland@tma.osd.mil and cc. to Ms. Alicia Broner at alicia.broner.ctr@tma.osd.mil no later than 12:00 PM Mountain Time Wednesday, August 11, 2010. All visitors are required to show valid state or federal issued photo identification (i.e., a driver's license, state identification card, DoD Identification card, Common Access Card) in order to access the building. The cost of the visit will be at the sole expense of the offeror. This is the only scheduled site visit. No other appointments will be made. No questions will be addressed at the site visit. All questions, including those resulting from the site visit, must be submitted by email only to: sandra.cleveland@tma.osd.mil and cc: alicia.broner.ctr@tma.osd.mil by the cut off date of Wednesday, August 18, 2010 at 12:00 PM Mountain Time. Questions received after the cut-off date may not be addressed. In addition, questions will not be addressed if received by fax or phone. Responses to questions will be posted on the Federal Business Opportunities website as an amendment to this RFQ. Offeror must submit a signed and dated technical and price quote that must be received by 12:00 PM Mountain Time, Friday, August 27, 2010. Quotes received after the date and time stated may be rejected. The quotes shall be submitted by either email to: sandra.cleveland@tma.osd.mil and cc: alicia.broner.ctr@tma.osd.mil, or delivered to TRICARE Management Activity, Attention: Sandra Cleveland, 16401 East Centretech Parkway, Aurora, CO 80011-9066. All emails and correspondence related to this solicitation must have the solicitation number indicated in the subject block.
