Description
The U.S. Department of Transportation, Maritime Administration (MARAD) is seeking professional architect-engineering (A/E) services (more specifically, professional Naval Architect and Marine Engineering services or "design agents") to develop and provide a Portfolio of Concept Designs for ships suitable for use in the proposed American Marine Highways. The portfolio will identify particular designs (or design features) that are "dual-use" for not only commercial use, but also military sealift. The selected design agent shall: 1. under the guidance of the government or governmental designee, conduct a survey of perspective marine highway owner/operators to identify owner's requirements. This may be done through a series of focus groups and workshops with private sector experts or through one on one discussion. The result of this effort will result in identifying characteristics required of a vessel to meet broad commercial market and operational needs. 2. Identify vessel characteristics and/or features required to enable a vessel to be attractive for DOD sealift needs. This shall be done through discussions with appropriate DOD officials. 3. Survey the current status of Marine Highway vessel designs. Where possible incorporate the existing design work into this study. 4. Based on the results of 1, 2 and 3 above, develop a matrix of vessel requirements for further development. Develop concept designs for such vessels. Concept design shall be developed and in enough detail to ensure technical feasibility and to obtain early stage construction and operating cost data. Deliverables shall include a table of principal characteristics, general arrangement drawing, power estimate, and lightship weight estimate for each design. 5. For each concept design, estimate absolute and relative construction and operating costs. Develop required freight rates for each design for a variety of voyage lengths and operating speeds. Costs for features which are not required for commercial operation, but are necessary or desirable for military sealift use (national defense features) shall be identified. The impact on required freight rates of such features shall be calculated. Trade-off studies involving cargo handling methods and equipment, propulsion machinery type, modular construction approaches and other factors may be required. 6. Prepare a final report which will consist of a portfolio of concept designs. Each design will include relevant cost and RFR data, along with potential trade routes. This output will be used to generate a consensus for one to three designs for future development. At the successful completion of these tasks, the government may (at its discretion) exercise an Option to the design agent to develop and provide a preliminary design package up to three vessels selected or derived from the portfolio. The preliminary design(s) shall include outline specifications, major equipment list, general arrangement drawings, machinery arrangement, speed power estimate, lines plan, preliminary intact and damage stability analysis, and cargo flow analysis along with supporting calculations. Detailed construction and operating costs estimates and voyage economic analysis shall be developed for each preliminary design. The final scope and schedule for this option will be developed based on the findings and conclusions of the initial phase. When responding to this announcement, design agents must fully address their capability, qualifications and past experience with regard to each of the evaluation criteria specified below. Design agents should submit their complete qualifications as they may be evaluated solely on their written responses. Oral interviews may be held at the discretion of the government. Design agents interested in submitting their qualifications for this procurement must utilize a Standard Form (SF) 330, Architect-Engineering Qualifications Form with supplemental forms as necessary. Design agents must fully address their capability, qualifications and past experience which will be measured against the three (3) evaluation factors listed below in order of importance, to be considered by a source selection board. 1. Knowledge and past experience of early stage commercial ship design projects, particularly projects involving USCG COI Certification and ABS Classification Rules; including (but not limited to) experience in developing and identifying owner's requirements, knowledge and past experience in the concept and preliminary ship design, experience and knowledge in early stage construction and operating cost estimating, and experience and knowledge in performing engineering economics studies involving ship voyage economics. 2. Knowledge and past experience of all applicable regulatory body requirements, including (but not limited to) ABS rules and regulations; USCG rules, regulations and the CFR, including CFR Subchapters H, I, J, and W requirements; IMO, SOLAS, MARPOL, FSS and IEEE rules, regulations and guidelines. 3. Overall professional Naval Architect and Marine Engineering qualifications of your firm's principals and project managers (and of those individuals that may be assigned to this project).
