- Request for Quotation number WC133F-10-RQ-0705 for Right Whale Aerial Surveys. COMBINED SYNOPSIS/SOLICITATION: The U.S. Department of Commerce, NOAA intends to contract for services for Right Whale Aerial Surveys which consists of acquiring data on the occurrence of right whales in nearshore continental shelf waters of the Southeast U.S. coast and to communicate sighting locations to marine users consistent with Early Warning System (EWS) protocols. The primary goal of this work is to determine the distribution of right whales in the Southeast U.S. calving habitat for use in management plans and ship collision mitigation efforts. This data collection and notification effort will compliment other mitigation data collection activities planned along the U.S. East Coast. This is a combined synopsis/solicitation. No other announcement will be published.Services shall be performed in accordance with the terms and conditions of the attached solicitation number WC133F-10-RQ-0705. The period of performance is from October 1, 2010 through September 30, 2011, and four, 12-month option years. The Eastern Aquisition Division requires that all contractors doing business with this Acquisition Office must be registered with the Central Contract Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following websit: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product or by phone at (800)333-0505. In addition, completion of the online representation and certifications application (ORCA) is required, and registration with Vets 100, located at https://vets100.vets.dol.gov.
