Description
REQUEST FOR INFORMATION National Geospatial Intelligence Agency In accordance with Federal Acquisition Regulation (FAR) clause 52.215-3 Request For Information, The National Geospatial-Intelligence Agency (NGA) for the Human Development (HD) Benefits and Worklife (HD BWLG) Wellness Program, is issuing this Request For Information (RFI) as part of market research, to forge a partnership with industry to provide a comprehensive approach to improving the health and fitness of the workforce by implementing a wide variety of awareness, education, fitness, and other activities designed to encourage healthy lifestyle changes. HD BWLG falls under the Client Services Office which is one of four major service areas within the HD Directorate at NGA This RFI shall not be construed as a formal solicitation or an obligation on part of NGA to acquire any product or services. Submission of any information in response to this RFI is completely voluntary and any cost associated with submission shall not be reimbursed by the Government. The information requested will be used by NGA to facilitate decision making. NGA/HD is interested in assuring that its wellness program is structured based on cutting edge, state-of-the-arts methods, approaches, principles, metrics, quality, and best practices. Please provide information, advice, and scenarios on innovative approaches for the following Wellness Service Areas: • One-on-one, on-site, personal fitness counseling services - Certified Personal Trainers would be available to assist employees with designing customized work outs for weight loss and or conditioning. Trainers would also provide orientations for fitness center equipment and make recommendations on which machines help to achieve personal goals. • Virtual wellness information and resources - Provide employees with the use of technology for paperless tracking of fitness goals. System would also act as a bulletin board with postings on health tips, nutritional guides and other fitness activities. • Virtual wellness community and support - Provide employees with holistic support for all aspects of wellness. Examples of components include: Chat Rooms with experts on topics like nutrition, exercise, motivation, etc. Individual coaches available to provide support and direction throughout an employee's program. Blogs or chat rooms for employees to communicate, share successes, and provide support for each other. • On-site aerobic instruction - Instructors would offer a variety of aerobic, cardio and yoga classes to include, but not limited to Zumba, Cardio Kick-boxing, Spin, Step Aerobics, Body Sculpting, etc. • On-site Wellness Seminars - Classroom -type seminars offered to provide information on weight and stress management as well as smoking cession programs. The agency also seeks to motivate employees who are sedentary to get moving. Partnering with the agency's Employee Assistance Program would be optimal with offering these types of programs. • Administration of various fitness challenges - Align agency programs with Congressional initiatives, Federal Wellness Programs and OPM directives. References for Federal Wellness programs can be found on the following sites: o www.healthierfeds.opm.gov o www.fedsgetfit.gov o www.armymwr.com • Facilitate on-site Wellness Fairs - 2 of these are offered per year, one at our Springfield facility and one at our St. Louis facility. The Wellness program brings in vendors to provide interactive programs to promote fitness. In the past there have been approximately 100 vendors and 500 to 1000 employees attend at each site. • Provide assessment of the workforce and recommend appropriate program improvements and redirections. • Discuss performance based approaches for wellness services to be outlined in the NGA/HD Statement of Work (SOW). Are there high-performing wellness models for NGA to consider as we structure the RFP? • Describe well-defined performance standards that are appropriate for the type of services depicted in the RFI. • NGA is considering establishing a "fee for service" methodology...... • Do you have experience with or recommendations regarding a service model that would provide wellness services to government employees (i.e. fitness classes) by contract while at the same time providing a fee-for service based for onsite contractors in the same facility or nearby facility? • Is this type of service suitable for Employee Paid Services? That is to say, the service provider will provide the classes on-site and fees are paid by or billed directly to the employee, providing necessary health services without increasing cost to NGA/HD. Vendors who provide wellness/fitness services should respond even if they do not provide all services. If they are unable to provide a particular listed service, they should note that in their response. All programs must be available in both St. Louis and Ft. Belvoir and potentially other sites located nationwide. All responses shall NOT exceed 30 pages each, including illustrations, charts, and title pages, table of contents, indices, and glossaries. Page size shall not exceed 8.5 x 11. Any responses submitted that exceed the page limitations set forth herein or pages failing to meet the format will not be read. Type shall be font size 12pt, Times New Roman. Please include company information and size (large or small business and NAICS code). Responses shall be submitted electronically to kebra.l.henderson@nga.mil and MUST be received by 12:00 pm eastern time on August 20, 2010. All responses shall be Unclassified and marked UNCLASSIFIED. No classified information should be sent via email.
