Questions and Answers REVISED Statement of Work, 30 July 2010 Solicitation No. HM0177-10-R-0023 NOTE: SOLICITATION REVISED 30 July 2010 The government has revised and updated Attachment 5.1 (Statement of Work, 30 July 2010) for this effort. An attachment has been added containing Questions & Answers. The response date for this solicitation is hereby extended to 4 August 2010 at 3:00PM EST. Please submit bids to BOTH adam.m.greenspan@nga.mil AND ericka.l.franklin@nga.mil This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 (correction). The National Geospatial-Intelligence Agency (NGA) has a requirement for auditing and certification services, where the contractor holds current certification by the International Organization of Standards (ISO) as a Certification Body, to certify that the Office of GEOINT Sciences (SN), including all of its business activities, comply with ISO 9001 :2008 standards. This requirement is being competed solely through the Government Point of Entry (www.fbo.gov). All vendors interested in submitting a proposal for consideration should do so, prior to the solicitation closing date, via E-MAIL ONLY to the point of contact listed in this solicitation. Proposals not submitted via e-mail will NOT be evaluated. If you are able to meet this requirement, please submit a proposal in accordance with the stipulations set forth below. 1. Offerors shall prepare and submit proposals inclusive of a Technical Volume and a Price Quote, in accordance with the Statement of Work entitled, "Office of GEOINT Sciences, Statement of Work for ISO 9001:2008, Procuring a Certification Body, 30 July 2010." Proposals are due NLT 3:00PM EST, 4 August 2010. 2. All proposals shall include a resume that highlights the relevant work experience and background of the proposed lead auditor. 3. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 4. The quote shall include not only the total price, but should also be broken out by each Contract Line Item Number (CLIN). 5. All contractors must be registered in the Central Contractor Registration (http://www.ccr.gov) database as well as ORCA (www.orca.gov) prior to any contract award. Lack of registration in CCR and ORCA will make an offeror ineligible for award. Please submit the following information with each quote: Cage code, DUNS number, the date offer expires, line item unit price, and total cost. 6. Proposal submissions shall be submitted via e-mail only and be valid up to ninety (90) days. All proposals must be under the NAICS code specified in this solicitation. All questions should be in writing and directed to Contract Specialist Adam Greenspan at Adam.M.Greenspan@nga.mil. All questions (and subsequent answers) will be posted on the FBO website to provide equal access to infonnation for all potential offerors. THE DEADLINE FOR QUESTIONS IS 2:00 PM EST, 29 July 2010. 7. EVALUATION OF PROPOSALS (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal is deemed the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) to the Government. Technical acceptability shall be detennined against the specifications set forth in the attached Statement ofWork entitled, "Office of GEOINT Sciences, Statement of Work for ISO 9001 :2008, Procuring a Certification Body, June 2010." If two or more quotes are equal in all respects, the Government will choose a winner in accordance with FAR Part 14.408-6. (b) In order to be eligible for award, offeror proposals must adhere to the minimum Eligibility Requirements laid out in the Statement ofWork. (c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may detennine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation ofoptions shall not obligate the Government to exercise the option(s).
