Description
NASA/GRC has a requirement for services to provide an outreach learning experienceto serve 200 New York middle school students who are underrepresented, underserved andunderperforming in Science, Technology, Engineering and Math (STEM)in the Summer of 2010.This outreach activity is in support of the current Summer of Innovation (SoI) PilotProject. The activity must be developed and delivered by the contractor and must utilizeSoI content and NASA SEMAA curriculum. The contractor must also provide educational jobtraining to student teachers and an educational outreach collaboration with theFoundation for the Advancement of Women Now (FFAWN)students in New York. NASA/GRC intends to purchase the services from York College CUNY under authority of FARpart 6.302-1 Only one responsible source and no other source will satisfy agencyrequirements. York College CUNY represents the only responsible source because of itscombination of unique qualifications and experience, coupled with the requirement need toimplement the SoI outreach activity during the summer of 2010 and collaborate with FFAWN.Only York College CUNY has the ability to satisfy the Governments requirements. Thereis no other source available with the combined capabilities to perform all aspects of therequirement within the required timeframe. York College's status as a NASA SEMAA sitesince 1999 has it uniquely positioned to reach the required number of students within thespecified demographic without the need to develop additional curriculum at an expense toThe Government. THIS IS A SOLE SOURCE ANNOUNCEMENT.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 3, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
