Description
This is a combined/synopsis Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOINIAID10099 and the solicitation is being issued as a Request for Quote. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-44). This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to use this procurement for Contractor shall store and maintain 71 shelves in a -30°C walk-in freezer that contains research materials for 12 months. The contractor shall maintain security of all storage facilities and the integrity of reagents stored therein. Walk-in freezer shall be connected to a central alarm system, which is continuously monitored 24 hours a day. The contractor shall provide immediate alarm response by a qualified repository technician on site at the facility to ensure that within 30 minutes the event prompting the alarm condition shall be evaluated and corrected. The contractor shall maintain storage units in good working order, and arrange for the prompt repair of malfunctioning equipment. The contractor shall expeditiously respond to emergency freezer malfunctions within one hour of the malfunction, and take appropriate action (i.e., transfer reagents to standby freezer if necessary). The contractor shall operate a computerized inventory system to track the receipt, storage and distribution of NIAID LID specimens under the stewardship of the repository. The contractor shall provide flexible client access to both the freezer repository facility and to LID specimens during the hours of 8:00am and 5:00pm Monday - Friday. The contractor shall provide monthly repository reports for the freezers, indicating Average, High and Low temperatures, as well as a monthly Alarm Resolution Report to provide a description of the resolution of any triggered alarms. The North American Industry Classification System (NIACS) Code for this acquisition is 493120, and the small-business size standard is $23.0 million dollars. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
