The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-10-061-INL ISSUANCE DATE: 07/30/2010 CLOSING DATE/TIME SPECIFIED 08/16/2010 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: INL Law Enforcement Coordinator MARKET VALUE: FS-01 (Equivalent GS -15) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Kampala, Uganda JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: The incumbent will be responsible for overseeing the INL component of Embassy Kampala's Community Law and Order program with Section 1207 post-conflict reconstruction and stabilization funds and all other INL funded projects in Uganda. The advisor will coordinate with the U.S. Embassy law enforcement efforts, and work closely with USG partnering agencies, the Uganda Police Force, and international donors. The INL coordinator will fall under the supervision of the Deputy Chief of Mission at the U.S. Embassy in Kampala, Uganda. Purpose: The INL Law Enforcement Coordinator will be responsible for oversight of the entire INL community-policing program in northern Uganda, as well as future INL assistance projects in Uganda. The INL Coordinator will coordinate and provide a broad range of training, services, and equipment aimed at improving the organizational efficiency, capabilities, and infrastructure of the Ugandan government's law enforcement and judicial institutions. The INL Coordinator will serve as a resident expert in law enforcement affairs, and develop, implement, monitor, and evaluate law enforcement training, initiatives related to the community-policing project and other targeted INL assistance projects. The incumbent is responsible for ensuring that funds appropriated to INL programs are appropriately expended and that INL-funded programs are being carried out as authorized. The position is located in Embassy Kampala. Duties and Responsibilities: Under the guidance of the Deputy Chief of Mission and in coordination with INL/AAE and INL/RM, the incumbent will complete the following duties: A. Provide advice on wide-ranging policy, technical law enforcement matters relative to U.S. contribution, and participation in police development programs in Uganda. B. Utilize U.S. law enforcement experience and knowledge in areas such as: analysis and use of crime statistics; training and career development; operational planning; ethics and corruption; community policing; civil disturbance management; internal affairs; force structure and personnel specializations; and general administrative and management functions to assist in developing concepts of operations, programmatic elements, budgetary estimates, and implementation strategies for U.S. involvement in local police development. C. Liaise and coordinate with the Uganda Police Force to better understand local rule of law needs, capabilities and capacities, and provide mentoring of skills training as appropriate. D. Coordinate and supervise project implementation including tracking, monitoring, and reporting expenditures, of rule of law activities funded by INL that take place within the Uganda Police Force area of responsibility. E. Provide recommendations and guidance to Embassy Kampala on effective mechanisms for progress in, and impediments to, implementing rule of law activities in Uganda. F. Serve as liaison and coordinate with international and local non-governmental agencies and donors requiring information on rule of law activity performance. G. Determine, in consultation with Embassy Kampala and host government end-users, training, services, equipment requirements, and specifications for Ugandan law enforcement and judicial entities. The incumbent will also research available products and vendors, compare cost estimates, make decisions on procurements, and prepare specifications and/or scope of work of services. Procurement options will be for law enforcement specific equipment. H. Conduct local case study workshops, conferences, and guest speaker series on areas related to community policing. Ensure adequate follow-up with study groups and trainees. I. Identify and recommend expert U.S. instructors to teach courses on community policing initiatives. Provide oversight and logistical support for program service delivery and equipment donations to the Uganda Police Force; J. Foster a culture of lawfulness and cooperation between local communities and the Ugandan police. K. Supervise other PSC's and contractors, hired under Embassy Kampala's community policing program and other INL funded projects. L. Supervise all other employees under INL-funded projects. Minimum Qualifications: 1. Citizenship: Must be a U.S. citizen and able to obtain a Department of State secret security clearance. 2. Education: Must have a Bachelor's degree from an accredited institution. 3. Work Experience, must have a minimum of ten years of professional-level work experience in the area of law enforcement operations, management and training; must have at least three years of experience in developing policing academy curriculum and/or a law enforcement-training program. 4. Communication: Superior negotiation and interpersonal skills, especially in culturally sensitive situations; excellent oral and written English communication skills. 5. Proficient knowledge of Microsoft Office Suite. Preferred Knowledge and Abilities: 1. At least two years work experience in an African nation, working with an NGO or the U.S. government. 2. Management Experience: Extensive knowledge of program management with experience designing and implementing capacity building and training programs, especially international rule of law programs. Successful supervisory and leadership experience in a multicultural environment. A demonstrated ability to provide sound decisions in a timely manner - must have well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task and maintain responsibility for several simultaneous projects while keeping the overall program goals in perspective. 3. Program management experience should include core academy curriculum relating to development of investigative techniques, community policing, and police management and development. 4 Leadership Experience: Must have a proven ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization; must represent the USG effectively. 5. Familiarity with USG budget cycles and reporting, and ability to overcome project implementation delays. 6. Specialized subject matter expertise in the following areas is preferred: community policing, gender based violence, and trafficking in persons. Position Elements: 1. Scope and Effectiveness: The incumbent will perform a broad range of tasks related to a complex foreign assistance program in the Republic of Uganda. 2. Supervision: The incumbent is expected to provide expert advice to Embassy Kampala on the 1207 community-policing program. The incumbent will receive program policy direction concerning overall program priorities and objectives from the Deputy Chief of Mission, after which he/she independently negotiates the scope and objectives of each task. 3. Duties require numerous and frequent contacts with local, international, and U.S. entities, including U.S. government agencies and officials, Ugandan government officials, civil society leaders, and police forces. The position will entail managing a $2.73M community policing program in Uganda and all other INL projects. 4. The position requires regional travel in several Northern Uganda districts and travel may be through underdeveloped areas. 5. Complexity: The work involves day-to-day planning, organizing, and managing large numbers of programs and training courses. Must be able to effectively manage large quantities of ever-evolving data. Evaluation Criteria: Factor 1: (Program Experience): Extensive program management experience in designing, implementing capacity building training programs, and international rule of law programs. Program management should include core academy curriculum relating to development of investigative techniques, community policing, and police management and development. (20 points) Factor 2: (Diplomatic Experience): Demonstrated diplomatic experience in coordinating with U.S. government agencies, military units, international organizations, and/or private sector entities working toward a common goal. Demonstrated superior negotiation and interpersonal skills, especially in culturally sensitive situations. (20 points) Factor 3: (Work Experience): Minimum of ten years of professional-level work experience in the area of law enforcement operations, management and training. (10 points) Factor 4: (Knowledge and Abilities): At least two years work experience in a multi-cultural environment with an NGO or the U.S. government. Experience working with an East African government is preferred. (10 points) Factor 5: (Management Experience): Demonstrated successful supervisory and leadership experience in a multicultural environment, including training and monitoring instructors and officers. Demonstrated ability to provide sound and timely decisions regarding policies and procedures. (10 points) Factor 6. (Leadership Experience): Demonstrated ability to interact effectively with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. (10 points) Factor 7: (Performance): Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) Factor 8: (Experience): Must have at least three years experience in developing policing academy curriculum and/or a law enforcement-training program. (5 points) Factor 9: (Specialized): Subject Matter Expertise (SME) in the areas of criminal justice regulation and institutions, community policing, gender based violence, and trafficking in persons, especially relating to Africa. (5 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
