Description
NOTICE OF INTENT TO AWARD The Department of Labor, Bureau of Labor Statistics intends to award a sole source purchase order to Boston University Medical Campus. Boston University Medical Campus shall perform the following services: 1) Measure the Survey of Occupational Injuries and Illnesses (SOII) capture rate among both single-establishment and multi-establishment employers in the State of California, 2) Determine employer, workers and injury characteristics with completeness of SOII reporting, 3) Participate with Bureau of Labor Statistics, Department of Labor to develop and refine a protocol and interview guide for interviews with SOII respondents and 4) Prepare a list of establishments that completed the 2008 SOII, identifying those that appear to have accurate reporting and those that do not, based on the statistical analyses of tasks 1 and 2. Respondents from same will be selected to participate in the employer interviews developed in task 3. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302.1. The anticipated award date is August 23, 2010. This notice is neither a request for competitive Quotation or a Solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. End of Item Description: The required completion date of project is 30 September 2010 after receipt of an order. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications, commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation, FAR 52.22-3, Convict Labor, FAR 52.222-19, Child Labor-Cooperation with authorities and Remedies, 52.222-1, Prohibition of Segregated Facilities, FAR 52.222-26, Equality Opportunity, FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans, FAR 52.222-36, Affirmative Action for Workers with Disabilities, FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era, FAR 52.225-13, Restriction on Certain Foreign Purchases, FAR 52.232-33, Payment by Electronic Funds Transfer -Central Contractor Registration, 52.219-28 Post Award Small Business Program Representation. The clause at DFARS 252.212-7001, Contract Terms and Conditions required to implement Statutes or Executive Orders applies to this Solicitation.
