Senior Rule of Law Coordinator Baghdad, Iraq Issuance Date: 07/01/2010 Closing Date: 08/09/2010 SOLICITATION NUMBER: PSC-10-058-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: INL/Iraq Programs is part of the Bureau for International Narcotics and Law Enforcement Affairs (INL) in the Department of State (DOS). The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for DOS. The Office of Iraq Programs provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Iraq. The Senior Rule of Law Coordinator within the Bureau INL is responsible for developing recommendations and implementing DOS Rule of Law programs in Iraq in consultation with the INL Director in Baghdad and INL/I's Washington office. The Senior Rule of Law Advisor has primary responsibility for management and oversight of INL's Rule of Law programs in Iraq, which include a justice integration program to improve coordination among Iraqi police, courts, and prisons; training and capacity-building for criminal justice system actors including judges, prosecutors, and judicial investigators; programs to provide security to courts, judges, and witnesses; and other programs to assist Iraq in developing a functioning legal and criminal justice system. The Senior Rule of Law Coordinator works closely with other US Government agencies, Government of Iraq, international organizations, and non-governmental agencies. Position Descriptions: The Senior Rule of Law Coordinator will serve as INL/I's Baghdad program manager for rule of law programs, which include IT and data management programs, investigations and legal advocacy programs, judicial security programs, and professional development programs for security sector actors, including judges, court, and justice sector administration, and other areas; and other programs to assist Iraq in developing a functioning legal and criminal justice system. Duties and Responsibilities: a. Develop, implement, and manage INL's rule of law programs in Iraq. b. Oversee INL justice sector programs being carried out by contractors and U.S. Government implementers. c. Prepare budgets, budget justifications, and other budget-related materials as required. d. Prepare or contribute to program documents related to inter-agency efforts, grants, and contractors. e. Serve as INL Baghdad lead in the design of new INL rule of law programs in Iraq. f. Serve as INL lead in the preparation of INL's rule of law budget submissions. g. Assist in drafting Statement of Works, related materials necessary to implement INL's rule of law projects, respond to Iraqi priorities, and U.S. Government goals and strategic objectives for Iraq. h. Work closely with the Government of Iraq officials, including but not limited to the Chief Justice of the Higher Juridical Council, the Minister of Justice, and the Minister of the Interior, civil society leaders, NGOs, and other Iraqi officials as needed too. Identify Iraqi needs in the justice sector, build consensus on rule of law priorities, and develop well defined joint management structures that create avenues for increasing Iraqi accountability for program outcomes. i. Coordinate closely with all U.S. civilian and military entities, international organizations, NGOs, and other entities working on rule of law in Iraq including; DOJ, USAID, the United Nations, the EU, and others. j. Provide technical expertise and guidance to Iraqi officials, U.S. Government agencies, and international organizations in rule of law-related matters. k. Supervise selected INL rule of law contract staff, as directed by the INL Director. l. In cooperation with Provincial Reconstruction Teams (PRT) Team Leaders and relevant Embassy Baghdad staff, coordinate and supervise the work of any INL rule of law contract staff assigned to the PRTs. m. Prepare periodic reports, cables, meeting agendas, memoranda, assessments, and other documents as required. n. Other duties as assigned by the INL Director. Minimum Requirements: a. U.S. Citizenship and eligible for a State Department security clearance at the SECRET level. b. Law degree and at least 5 years of work experience in a legal, governance or rule of law related field. c. 7 years of experience in international rule of law or legal/justice reform programs, international law, and/or the designing and implementation of capacity building and training programs involving national or large regional institutions with staff of 1,000 plus and budgets in excess of US $20 million per annum, preferably in the Middle East. d. Superior analytical, negotiation, and interpersonal skills. Samples of assessments or other documents may be reviewed during the recruitment process. e. Minimum of 5 years experience managing in an ethnically and culturally diverse environment, and able to demonstrate a history of progressively increasing accountability in organizations or programs with a budget of at least US $10 million per annum. f. Excellent oral and written English communication skills demonstrated by project assessments, project documents, reviews, budgets, and other position-related products. Samples may be requested during the recruitment process. g. Proficient in Microsoft Office Suite Preferred Knowledge and Skills: a. Ten years experience in justice sector reform and/or rule of law development in an international setting, preferably a post-conflict environment. b. Understanding of and experience working with or in a civil law (as opposed to common law) system. c. Familiarity with Iraqi history, culture, institutions, and structures and the Iraqi legal system. d. Experience with PMI or PRINCE2 project implementation frameworks. e. Experience developing and monitoring budgets and funding using different USG implementation mechanisms, including direct grants, contracts per FAR, Inter-Agency Agreements and technical advisors. f. 15 years of experience with management experience in public and/or private sector. g. Experience operating within a U.S. Government interagency context. h. Arabic language capability. Pre-deployment Requirements: The Senior Rule of Law Coordinator may be required to attend briefings and orientation at the Department of State Foreign Services Institute (FSI) for a period of four weeks. Evaluation Criteria: Factor 1 Experienced in designing and implementing complex rule of law programs in an international setting. (25 points) Factor 2 Experienced in working effectively with host-nation, U.S., and international counterparts, departments and ministries to further U.S. program goals and objectives and create sustainable program governance structures leading to timely project hand-over. (25 points) Factor 3 Experienced working in Iraq or other similarly-challenging, high-risk environments. (20 points) Factor 4 Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (20 points) Factor 5 Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (10 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
