- Solicitation Amendment 2 This contract is being solicited to acquire LiDAR data (Light Detection and Ranging) and post processing services for the Clearwater National forest in north central Idaho at seven project areas. The northernmost project area is located at approximately 48.36 degrees N - 116.77 degrees W. The southernmost project is located at approximately 46.20 degrees N - 115.67 degrees W. The seven project areas total approximately110,616 acres. The areas vary in size from 3500 to 26,000 acres. Within the areas, the elevation varies from 500m-1800m. Slopes vary between 0 degrees and 45 degrees. Five project areas are located on the Clearwater National Forest while two are located farther north in Idaho, near Coeur D' Alene. Contractor will perform post processing to correct for pitch, yaw, and roll of the aircraft, perform geometric correction, and provide accuracy assessment of geometrically correct LiDAR point cloud. Contractor will provide GPS survey control data. Delivered LiDAR data will consist of X-Coordinate, Y-Coordinate in a UTM NAD83 projection and Elevation in a NAVD88 vertical datum. This applies to all laser returns and includes scan angle, intensity values, return level, and GPS time attributes or each return. A requirement for the delivery of ESRI ArcGIS Grids has also been added to the solicitation. The deadlines for completion of the LiDAR flights has been specified by project area with the earliest deadline being 10/31/2010 and the latest deadline being 09/30/2011. No data collection will be conducted while there is snow cover on the ground nor during inclement weather or atmospheric conditions. Data will be processed and delivered for each project area no later than 60 days following the data acquisition. One contract will be awarded from this solicitation. Quoters must submit prices on all items to be considered for award. Award will be made by item. Total amount of work awarded will be dependent upon availabe funding. This description was modified on 7/23/10 to remove language regarding target post-spacing that was incorrect. Please refer to the Technical Specifications within the solicitation package for the sensor/acquisition specifications as well as the deliverables required. Solicitation Amendment 1, consisting of 2 pages, was executed on 7/28/10 to clarify the technical specifications and remove a conflicting sentence regarding the contract timeline. A document consisting of questions and answers was also uploaded to FBO at this time. Solicitation Amendment 2, consisting of 1 page, was executed on 7/30/10 to change the specification regarding pulse density. The response deadline was extended to 8/10/10 at 4:00 PM Pacific time to allow respondents adequate time to review the amendments and modify their price and technical proposals if necessary. Respondents must acknowledge both amendments in their quote.
