Description
Department of Defense (DOD) policy requires that all military Medical Treatment Facilities (MTFs) be reimbursed for the provision of medical services rendered to authorized DOD beneficiaries who have other health insurance (OHI) coverage; or, who became ill or injured due to negligence. To comply with this policy the Northern Region Medical Command of the U.S. Army Medical Command is undertaking this exploration of interest from industry in the provision of Third Party Collection Program (TPCP) services to the Command. The principal objective of this program is to ensure the efficient facilitation of reimbursement to the United States by all third party payer/insurance entities who are obligated to pay the United States the costs of health care provided in any Government facility of the uniformed services to non-active duty uniformed services beneficiaries who are covered by OHI plans. It is intended that the TPCP will achieve the timely and accurate discovery, calculation, assessment, and collection from third party payers reimbursements for such medical services. The Commands objective in this Pre-Solicitation notice is to broadly advertise its interest in this endeavor and to widely disseminate the scope and technical details of its intended plans, prior to the issuance of a formal Solicitation. The Command wishes to ensure that industry interest is informed; and hopes it will respond promptly with questions in early days, that may arise from review of the Armys intended plans. To this end, with this Pre-Solicitation Notice interested parties may obtain a DRAFT COPY OF THE PROPOSED PERFORMANCE WORK STATEMENT (PWS) with Technical Exhibits by requesting such through email to: robert.c.shepherd@us.army.mil. Copies by return email are available concurrent with the issuance of this Pre-Solicitation notice. Interested Parties are reminded that the PWS is a draft and the definitive PWS the Armys requirement will in the Solicitation alone. The Draft PWS also contains technical scoping exhibits that encompass the scope and breath of the Armys objectives which it believes will accomplish this effort. Interested Enterprises are strongly encouraged to request by email above the PWS, to review it, and feel free submit questions for clarification. The NRMC requests that all questions regarding this notice and/or the Draft PWS be received no later than 1500 hrs EDST, Friday August 6, 2010.
