Description
The Naval Air Systems Command, Patuxent River, MD, intends to issue a modification to contract N00019-08-C-0064 for support of the flight test of the BQM-34-55 Avionics upgrade. This effort is to include: Assistance with and verification of mission plan to include generation and sequencing of maneuver cards, assistance with ground testing, generation of ground track and way points and on site support for the flight test. NAVAIR intends to negotiate the proposed contract modification on a sole source basis with Northrop Grumman Corporation, Rancho Bernardo, CA. Northrop Grumman is the prime contractor that developed this UIAU for the BOM-74E and BOM-34 aerial target systems. Northrop Grumman has the technical expertise, understanding of the system engineering, software architecture, and system integration required to take a common IAU and integrate this common unit into a variety of aerial target systems, including the BOM-34, and assist with the flight test within a timely manner. These target systems (BOM-34 and BOM-74E) employ a wide range of technology that requires sophisticated and dedicated knowledge of these specific aerial target systems. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
