- This is intended as a public announcement The FAA intends to award a single source contract to Sterling Commerce, Inc. The Federal Aviation Administration (FAA) has a requirement for Electronic Data Interchange (EDI) Value Added Network (VAN) for electronic invoicing. The FAA contemplates awarding a requirements contract with one base year and four one-year option periods to fulfill this requirement. The North American Industry Classification System (NAICS) Code is 518210, Data Processing, Hosting, and Related Services, and the Small Business size standard is $25 Million. The FAA intends to solicit and negotiate only with Sterling Commerce, Inc., Dublin OH, in accordance with AMS Policy 3.2.2.4. The only variety of VAN that will fulfill agency needs is the type provided by Sterling Commerce due to the nature of the current FAA system configuration and security requirements. The determination to solicit and negotiate with only one firm is necessitated and supported by the fact that Sterling Commerce, Inc. provides the only solution that can integrate the Sterling Commerce Value Added Network (VAN) EDI technical solution with current software platform utilizing Sterling Commerce's Direct:Connect. In addition, the Sterling Commerce VAN provides the only EDI solution that meets the FAA's security requirements under FAA Order 1370.103, 10h which prohibits the utilization strength less than Triple DES or AED. A competitive solicitation is not available for this procurement.
