Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Please do not request a copy of a solicitation, as one does not exist. Description: The C-130J Program Branch intends to procure a production-ready AN/ALR-56M Automatic Test Set capabilities for operation on C-130J aircraft. If required, minor adaptations to the test set for interoperability with the C-130-J are acceptable provided procurement and delivery dates are met. The intent of this announcement is to conduct market research to seek interested, responsible and qualified sources which can meet program requirements, start procurement in the 3rd or 4th Quarter of 2010, and deliver complete production qualified C-130J AN/ALR-56M Automatic Test Set capabilities to the U.S. Government (USG) in September 2011. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that the anticipated procurement will be issued. Interested offerors are requested to submit a statement of interest and a summary of their capability to meet complete C-130J AN/ALR-56M Automatic Test Set production program requirements. In response to this synopsis, parties shall provide information to substantiate they are a responsible and qualified source to produce the complete C-130J AN/ALR-56M Automatic Test Set capability. The offeror's summary shall not exceed 25 pages (reports and substantiating documents are not included in this page count). Responses must be received no later than 10 calendar days after the initial posting of this announcement and are to be mailed as follows, ATTN: Casey Murphy, 2275 D Street, Building 16, Room 149, Wright-Patterson AFB, OH 45433-7222. SECURITY CLASSIFICATION: This announcement is UNCLASSIFIED. C-130J AN/ALR-56M RWR Automatic Test Set Program Overview: The C-130J AN/ALR-56M Automatic Test Set provides an end-to-end (ETE) functional testing capability to determine the status of the installed AN/ALR-56M RWR on operational C-130J aircraft. It automatically determines Go/No-Go status of the installed AN/ALR-56M RWR with minimal technician interaction. In cases where the installed AN/ALR-56M RWR has a critical fault, the C-130J AN/ALR-56M Automatic Test Set detects the failure by identifying the ETE test that failed and providing the diagnostics to isolate the failed aircraft transmission line path/component or Line Replaceable Unit. The C-130J AN/ALR-56M Automatic Test Set can be operated in an automatic or manual mode to provide the identification and isolation of failed AN/ALR-56M RWR components or capabilities and/or associated C-130J aircraft wiring and/or components. The manual mode can be used when the built-in test of the installed AN/ALR-56M RWR, the automatic mode of the C-130J AN/ALR-56M Automatic Test Set, and other organizational-level support equipment, cannot determine the cause of the failure. The estimated period of performance for the production program is 2010 - 2011 and may include two (2) one-year priced options. During this period, an estimated six (6) complete production qualified C-130J AN/ALR-56M Automatic Test Sets and required support may be procured. The USG is seeking a best value solution balancing performance with capability availability. To support user requirements, the complete production qualified C-130J AN/ALR-56M Automatic Test Set capability must be available not later than 30 September 2011. Accordingly, production costs, schedule, and performance will be important considerations. C-130J AN/ALR-56M RWR Automatic Test Set Capability Program Information Requirements: The "complete C-130J AN/ALR-56M Automatic Test Set capability" shall minimally include the following; a C-130J AN/ALR-56M Automatic Test Set, maintenance support, calibration support and training support. The USG will utilize the information to determine interested and responsible sources for the production and support programs. Interested offerors shall provide information to indicate that the offeror can meet the following requirements: 1. C-130J AN/ALR-56M Automatic Test Set. The offeror shall manufacture, test, and deliver two (2) production C-130J AN/ALR-56M Automatic Test Sets. The C-130J AN/ALR-56M Automatic Test Set will be used to test the installed AN/ALR-56M RWR on the C-130J aircraft only, as identified above. The C-130J AN/ALR-56M Automatic Test Set will be the primary physical and electrical interface between the installed AN/ALR-56M RWR System Under Test (SUT). The C-130J AN/ALR-56M Automatic Test Set when used with the associated USG-provided Test Program Set (TPS) shall be capable of performing full ETE, diagnostic fault isolation and transmission line testing for the SUT. The C-130J AN/ALR-56M Automatic Test Set must interface with the TPS currently supported at Warner Robins Air Logistics Center, without additional modifications to the TPS. No new logistics requirements are accepted. The C-130J AN/ALR-56M Automatic Test Set shall consist of Antenna Couplers (AC), associated Test Fixtures (TF), RF Cables and accessories. The AC shall connect directly to the associated AN/ALR-56M RWR SUT antennae and shall provide coupling of Radio Frequency (RF) power between the SUT and the C-130J AN/ALR-56M Automatic Test Set. The AC shall attach to the SUT using a clamping mechanism, straps or similar simple attachment mechanisms. The TF shall interface between the AC and the C-130J AN/ALR-56M Automatic Test Set and shall provide coupling of RF power for the purpose of performing confidence test of the C-130J AN/ALR-56M Automatic Test Set. The C-130J AN/ALR-56M Automatic Test Set shall be manufactured for use on the flight line, on aircraft and in areas where environmental conditions are uncontrolled. The C-130J AN/ALR-56M Automatic Test Set shall conform to the requirements of MIL-PRF-28800 for Class 2 equipment, or better. The offeror must substantiate their ability to deliver a C-130J AN/ALR-56M Automatic Test Set. Offeror shall provide a description of any development activity required for testing the AN/ALR-56M RWR installed on a C-130J aircraft and substantiate the capability to deliver a C-130J AN/ALR-56M Automatic Test Set that meets the operational requirement need date. 2. Maintenance Support. The offeror shall provide a complete maintenance support package to include the following, for a period of three (3) consecutive calendar years after customer acceptance of and for the delivered C-130J AN/ALR-56M Automatic Test Set; a. Telephonic maintenance support during normal business hours, to include diagnostics, trouble-shooting and replacement part(s) identification. b. A guaranteed ready-supply of spare parts, maintained at the offeror's location, and available for shipment worldwide to the customer's location within twenty-four (24) hours of 2.a. above. c. Receipt of malfunctioning parts for disposition, refurbishment, failure analysis and reporting. 3. Calibration Support. The offeror shall provide calibration support for a period of three (3) consecutive calendar years after customer acceptance of the delivered C-130J AN/ALR-56M Automatic Test Set, at the required intervals, and at both the offeror's location and offsite/C-130J user's location. 4. Training Support. The offeror shall provide both operations and maintenance training support at the customer's facility within ten (10) business days after customer acceptance of and for the delivered C-130J AN/ALR-56M Automatic Test Set. Training will include both instructor and course ware materials, and will include both on and off-aircraft sessions. 5. Operational Requirement Need Date. Offerors shall provide proof of readiness to proceed into production and to substantiate that the above requirements will be accomplished prior to 30 September 2011. Evidence must be derived from or written with, USG oversight as part of a USG sponsored program. Proof of production readiness information may include the following information: a. Program schedules and production schedules for 2009, 2010 and 2011 b. Status of design and design stability c. Status of production tooling d. Status of drawings e. Status of production planning work packages f. Status of production resources including: personnel availability, skills availability, training readiness, certifications, production facilities, equipment, security, testing equipment, power, etc; g. Status of subcontract management plans and procedures for production.
