- NAICS Code: 611310 The US EPA/OAR Clean Air Markets Division (CAMD), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to the University of Virginia of Charlottesville, VA for water qualityanalysis. The period of performance will be from date of award through July 31, 2011. The justification is as follows. The purpose of this acquisition is to obtain the water quality data collected as part of the 2010 Virginia Trout Stream Sensitivity Study (VTSSS) Survey of trout streams in the Appalachian Mountain Highlands of Virginia. The Virginia Trout Stream Sensitivity Study (VTSSS) is designed to track the effects of acidic deposition and other factors that determine water quality and related ecological conditions in Virginia's native trout streams. The VTSSS 2010 survey, conducted in Aril-May of 2010, is the third regional survey conducted by the University of Virginia (UVA). Previous surveys were conducted in 1987 and 2000. The service rendered to the EPA under this procurement is to complete water chemistry measurements for all sampled sites and deliver the water chemistry data. University of Virginia is uniquely qualified to complete this request because the water quality samples were collected and are stored by UVA as a function of their coordinating the 2010 VTSSS survey. University of Virginia has also completed initial water quality measurements, but this information is not publicly available. Lastly, but most importantly, UVA completed the previous 1987 and 2000 surveys and will be analyzing the most recent samples the same way as the previous two. Given that EPA's staff plans to compare the data to the previous two surreys, to assess whether water quality conditions have improved, it is critical that the same sample procedures are followed for the 2010 samples. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
