- Synopsis Synopsis This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition for a multiple award Indefinite Quantity/Indefinite Delivery Task order contracts. The Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts resulting from the Request For Proposals (RFP) is intended to give the FHWA and its U.S. Department of Transportation (U.S. DOT) partners the flexibility to address a number of issue areas without specifically identifying each required task for the life of the contract. The contract holders will be expected to provide a series of services as needed with a variety of transportation and other expertise. They are expected to be able to organize resources to answer sophisticated research questions that will often be multifaceted and contentious in nature, and provide a broad range of support functions in multiple Task groups The objective of the contracts is to provide readily available support to the Federal Highway Administration's Office of Human and Natural Environment (HEP) in the following 11 Task areas: 1. Wetlands, Wildlife Habitat, and other Ecological Resources 2. Highways and Water Resources 3. National Environmental Policy Act and FHWA's Environmental Review Process 4. Historic and Archeological Preservation and Aesthetics 5. Conflict Resolution, Facilitation, and Mediation of Environmental Disputes 6. Bicycle and Pedestrian Program 7. Transportation Air Quality and Noise 8. Climate Change and Sustainability 9. Real Property Acquisition under the Uniform Act 10. Outdoor Advertising Control 11. Marketing/Outreach The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The FHWA intends to award approximately 14 ID/IQ contracts as a result of the solicitation. Offerors must have an approved accounting system to be eligible for award of a cost type contract. The NAICS Code for this effort is 541260 with a Business Size Standard of $7 Million. This notice of intent is not a request for competitive proposals. A request for Proposals is anticipated to be published on or before August 30, 2010.
