- Performance Work Statement (Updated 21 July 2010) The 88 th Contracting Squadron at Wright-Patterson AFB, Ohio contemplates issuing competitive solicitation FA8601-10-R-0088 as a Firm Fixed Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. This anticipated solicitation will be to purchase, remove existing (including asbestos containing floor tile, if necessary), install, repair, and replace base wide floor coverings at Wright-Patterson Air Force Base. The contractor shall provide all material, labor, equipment and supervision necessary to accomplish this task. Contract award is anticipated to be based on a Best Value Performance Price Tradeoff Competition. The contemplated contract is to have one base year with four one-year option periods. The solicitation is expected to be released on or about 10 September 2010. This acquisition will be 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). To be eligible to compete, an offeror must be reflected as a SDVOSB in the Online Representation and Certifications Application (ORCA) at https://orca.bpn.gov/login.aspx prior to the closing date of the solicitation. The North American Industry Classification System (NAICS) for this acquisition is 314110. The size stand is 500 Employees. The Department of Defense has determined the Central Contractor Registration (CCR) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in CCR prior to award. The solicitation and all related documents will be available at http://www.fbo.gov. All interested offerors must download documents from this website. No hard copies will be available. All interested offerors are requested to electronically register in order to receive e-mail notification of updates to this solicitation. Mr. Howard E. Marks Jr. has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process.
