- The USDA, ARS, Southern Plains Area Office, College Station, Texas intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A) with Boreal Laser USA Inc., 202 Reynolds Ave., League City, TX 77573, for a Portable Open Path CH4 Monitoring System. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components. The USDA, ARS, Conservation and Production Research Laboratory requires a Gasfinder 2 tuned diode methane laser as a follow-on to five previously purchased Gasfinder 2 lasers currently used in our research. This purchase will ensure compatibility and consistency with our existing open path lasers. It will allow us to utilize the extensive technical expertise already acquired using this type of open path laser, including repair, maintenance, and calibration. It will ensure compatibility with previously collected data and support upcoming research we will conduct using previously purchased Boreal Gasfinder 2 tuned diode lasers. It is critical that the instrument be able to operate over distances of several hundred meters. This allows the instrument to integrate concentration over the large source areas (feedyards and dairies) we need to measure. Specific requirements for this instrument include: 1) operate over path lengths from 1 to 1000 meters. 2) minimum sensitivity of 1 ppm-m. 3) gas specific concentration measurement. 4) self-calibrating with a permanent calibration reference cell. 5) portable to allow quick and flexible field deployment. 6) 12 VDC battery operation to allow long-term remote field deployment The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 15 days from the posting date of this notice. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
