Description
The US. Army Corps of Engineers, Baltimore District intends to solicit a Fixed Price Multiple Award Indefinite Delivery Indefinite Quantity (up to Four) contract(s) for the Management of Leased Furnished Apartments within the National Capitol Region. The proposed procurement is unrestricted. The NAICS code is 531110 and the size standard is $7,000,000.00. Period of performance is for a 1-year base period and 4-1 year option periods. C ontract(s) will be awarded to the offeror(s) who provide the Lowest Price Technically Acceptable Offer. The contractors shall provide a total of forty-seven (47) one-bedroom, and ninety-five (95) two-bedroom apartments. Apartment communities must be within 15 driving miles of Bolling AFB, Washington DC. Due to threat protection travel guidelines, no more than fifty-five (55) apartments will be permitted in any apartment community building. Apartment communities for the National Capital Region must be located within 10 driving miles from Reagan National Airport. All apartments, in all locations shall: a. Have fitness facilities on-site, or contract agreements/discount with local gym, within ½ mile walk; shall be no more than ¾ mile from a grocery store; and no more than ¼ mile from a Metro Station or bus stop. b. Be free of defects, defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, standards. c. Include a kitchen, living/dining room, separate bedroom and have a private bathroom with tub and shower, and storage/closet area in addition to a bedroom closet. d. Be equipped with smoke detectors, dead bolt locks on all access doors, and secure locking windows. Be fully furnished to include washers and dryers. e. Be equipped with up to date electronic accessories in all living rooms and bedrooms (DVD Player, TV, alarm clocks). f. Close by amenities (1/2 mile) such as movie theaters, shopping, restaurants, etc., are a plus. Additional information will be provided in accordance with the Scope of work included in the RFP package. Evaluation criteria will be part of the solicitation. The solicitation will be provided in an electronic format on or about August 16, 2010 through the Federal Business Opportunities System (http://www.fbo.gov/index) Please note that all Corps of Engineers acquisitions are considered Sensitive, But Unclassified Documents, and require users to have a valid MPIN entered in the FBO system to access package. The media through which the Government chooses to issue this solicitation/amendment will be the Internet only. This solicitation/amendment will not be issued in paper. No phone or fax request for copy of solicitation will be accepted.
