Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI),Genetics Branch, plans to procure a brand name Ion Personal Genome Machine (PGM) with a Torrent server manufactured by Ion Torrent, 7000 Shoreline Court, Suite 100, South San Francisco, CA 94080.. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard in 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The contractor shall provide: 1) one Pegasus Ion Personal Genome Machine (PGM); and 2) one Torrent Server. Facts and Reasons to Justify Other than Full and Open Competition: Statutory authority: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (2) For sole source (including brand name) acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to Subpart 13.5 the requirements at 13.501(a) apply. No other requirement and/or type for supply or service will satisfy agency need. Because of the nature of work in the NCI laboratory, the NCI Genetics Branch is interested in applying Next Generation Sequencer (NGS) technology to clinical diagnostic research and its efficacy in providing the rapid (in 1-2hrs) and deep sequencing data (in excess of 90Mb of sequence) required for investigation of genetic alterations in cancer patients. Market research found that most NGS currently on the market uses image capture, fluorescent detection or optical registration of some kind to capture sequencing data, which is then converted to digital information through slow and cumbersome data extraction utilizing large, sophisticated computer processors. Because of the complex nature of the image capture and computer processing power of these systems, they are not able to fit on a typical laboratory bench and require runs of several days to weeks to produce sequence read lengths of 100 bp. Because of the time and space demands of these systems, they are not amenable to the restrictive lab space required, nor are they an optimal match for the rapid data acquisition required for diagnostic research. The Ion PGM sequencer is the only known DNA sequencing system that does not use light detection to sequence DNA. Instead, Ion Torrent performs direct sequencing on a disposable semiconductor chip. The Ion PGM sequencer can complete a run in less than two hours because it uses semiconductor technology instead of optical scanning technology. The following unique and salient characteristics are required of the Ion Torrent NGS sequencer: • An NGS seqencer that does not use image capture, fluorescent detection or optical registration to capture sequencing data; • an NGS sequencer that is fast enough to produce greater than 90Mb of sequence with a read length of 100bp in 1-2 hrs; • an NGS sequencer that is small enough to fit in the 24" x 24" bench space that we have available. The Ion Torrent NGS sequencer is the only known NGS sequencer on the market that currently meets all these criteria. There is no independent distributer of the Ion Torrent at this time. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 12, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
