Description
The Space and Naval Warfare Systems (SPAWAR) Command Program Ofice (PMW/A-170) at the Naval Air Systems Command of Patuxent River, MD intends to procure approximately 13 GAS 1-N Antennas (part number N100-3-1) on an other than full and open competition basis. The requirement will be sole sourced to EDO Corporation, 585 Johnson Ave., Bohemia, NY 11716, USA, as the only company capable of providing this part for the AV-8B aircraft. These specific parts are needed to fulfill the final production requirements of the GAS-1N GPS antenna in order to complete the retrofit of the AV-B aircraft. EDO Corporation is the only corporation qualified to perform this effort within the time required to meet fleet needs. There are no competitive data packages or drawings from which another source could build this antenna and ensure compatibility with the AV-B aircraft. Previously, over 100 antennas were procured from EDO Corporation under contract N00421-06-C-0045. The government intends to award a firm-fixed price contract to procure the final amount needed to complete the retrofit effort, with a single base period and no options. In accordance with FAR 6.302-1 there is only one responsible source and no other supplies will satisfy the government agency requirement. This notice of intent is not a request for competitive proposals. Interested parties may submit technical information and a technical capability statement to be received at the Contracting Office no later than the posted response date for this notice. The Naval Air Warfare Center Aircraft Division, AIR-2.5 Contracts, shall consider responses. Responses without a return address, mailing address and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
