- Pursuant to DFARS 205.205-70, the following notification is issued: NOTIFICATION OF GOVERNMENT'S INTENTION TO BUNDLE REQUIREMENTS FOR THE DEPARTMENT OF DEFENSE ELECTRONIC MALL (DOD E-MALL) TECHNOLOGY ENHANCEMENT AND SUSTAINMENT SERVICES PROGRAM: The Government intends to issue a solicitation for services for which three separate contract vehicles are currently in place, and where one of the incumbent providers is a small business concern. The services intended to be bundled are those under the Department of Defense Electronic Mall (DOD E-MALL) Technology Enhancement and Sustainment Services Program. Those services are provided via the following contract vehicles: SP4700-04-C-0013 with Partnet, Inc. of Salt Lake City, UT SP4700-06-F-0243 with Partnet, Inc. of Salt Lake City, UT SP4701-10-F-A071 with Advanced Technology Institute (ATI) of North Charleston, South Carolina In the current situation, each contract requires performance for some portion of the overall effort necessary to maintain the system as it currently exists; and numerous processes are reiterative within and amongst multiple processes, particularly those related to system integration. Therefore, the Government anticipates the successful realization of measurably substantial benefits through the action of bundling of those services presently provided, into a single acquisition. Demonstrated measurably substantial benefits that have been identified include the following: - significant savings in systems integrator costs which have been quantified and documented, - considerable qualitative savings in the delivery of services both at the task and subtask levels, as well as improvement in the timing and overall quality of deliverables, - some administrative savings, although those savings have not been specifically quantified within the Government's analysis. Furthermore, in that the requirements at FAR 7.107(e)(1) through (6) have been identified and documented, the requirements for substantial bundling are met as well. Readers of this statement are advised that the notification requirement at FAR 10.001(c)(2)(ii) had previously been issued. It was issued on 11 Jun 09. The solicitation resulting from the bundled acquisition is anticipated to be released in early October 2010. A Pre-proposal conference is anticipated to be scheduled within approximately ten (10) days of solicitation release.
