- Paper copies of the solicitation shall not be issued but electronic copies of the solicitation will be available to download without further notice on the National Business Center website (http://ideasec.nbc.gov) on or about August 13, 2010 The work of this project consists of the removal, disposal and installation of new rolled carpet and carpet tiles in the Visitor Center, Salem Maritime NHS, Salem, MA. The Contractor shall provide all labor, material, equipment, and services necessary to remove and dispose/recycle 8700 square feet of rolled carpet installed over a concrete floor and install approximately 7500 square feet of commercial grade carpet tile and 1200 Square Feet of rolled carpet. The Contractor shall make sure that all surfaces (concrete) are properly prepared in accordance to industry standards before carpet is installed. The Contractor shall verify all measurements to ensure enough materials and tiles are available for installation. The Contractor shall schedule all work to minimize downtime and disruption to employees and operation of the Visitor Center. Where exposed, cut edges to form visible, non-revealing joints. At doorways, entrances without carpet, and transition points, the Contractor shall provide and install appropriate terminating devices to prevent excessive wear and tripping or safety hazard conditions. The Contractor shall be responsible for any door heights that need to be adjusted because of the thickness of the new carpet tiles. Contractor shall provide costs itemizing labor and materials for work and provide services as stipulated in this Scope of Work. The National Park Service anticipates entering into a firm fixed-price contract for the work. The NAICS code and size standard for this procurement are 238330 and $14.0 million. Only one award shall be made. INSTRUCTIONS TO QUOTERS: The information on where to submit quotes will be in the solicitation documents which should be available on or about August 13, 2010. A completed quote package shall include one copy of completed SF18, Request for Quotations with original signature; completed quote schedule and completed Section K, Online Representations and Certifications (ORCA). Award will be made to the responsive and responsible quoter whose quote will be most advantageous to the government, considering only price and price related factors included in the request for quotation. Questions concerning this request for quotation must be submitted via e:mail to ellen_barr@nps.gov. Telephone requests will not be accepted. Requests being sent via mail must contain a verifiable return address or they will not be opened. This solicitation is subject to P.L. 100-656, Small Business Competitiveness Demonstration Program. It is subject to full and open competition and is subject to the Davis Bacon Wage rates. Estimated construction range is between $25,000 - $100,000.
